本研究結合德爾菲法〈Delphi〉與層級分析法〈Analytic Hierarchy Process;AHP〉,並參考觀光旅館、旅館經營策略、溫泉法規,針對礁溪溫泉區內經營業者進行專家問卷調查。經由此評估分析結果對礁溪溫泉經營業者提出建議,同時也建構本研究之經營策略指標。 本研究層級架構二階構面依序為「政策與法令管理」、「業者經營效能」、「溫泉區永續發展」,其中以「溫泉區永續發展」為最重要,此構面以「溫泉資源利用效益」最受重視,依序為「溫泉資源總量管理」、「溫泉區品牌形象」,排序第二的構面為「政策與法令管理」,其中以「溫泉區管理計畫」與「溫泉標章申請」二項權重比例最高,此階的「取用費徵收」比例最低,排序第三的構面「業者經營效能」,以「服務品質」業者們認為最重要的因子,其次為「行銷通路」與「設施規劃設計」,最後「成本管控」比例最低。 This study combined the Delphi method <Delphi> hierarchy analysis French and <Analytic Hierarchy Process;AHP>, and reference the tourist hotels, hotels, business strategy, Spa regulations, Hot springs of operations in the region, a survey of experts.
