    摘要: 本研究結合德爾菲法〈Delphi〉與層級分析法〈Analytic Hierarchy Process;AHP〉,並參考觀光旅館、旅館經營策略、溫泉法規,針對礁溪溫泉區內經營業者進行專家問卷調查。經由此評估分析結果對礁溪溫泉經營業者提出建議,同時也建構本研究之經營策略指標。
    本研究層級架構二階構面依序為「政策與法令管理」、「業者經營效能」、「溫泉區永續發展」,其中以「溫泉區永續發展」為最重要,此構面以「溫泉資源利用效益」最受重視,依序為「溫泉資源總量管理」、「溫泉區品牌形象」,排序第二的構面為「政策與法令管理」,其中以「溫泉區管理計畫」與「溫泉標章申請」二項權重比例最高,此階的「取用費徵收」比例最低,排序第三的構面「業者經營效能」,以「服務品質」業者們認為最重要的因子,其次為「行銷通路」與「設施規劃設計」,最後「成本管控」比例最低。
    This study combined the Delphi method <Delphi> hierarchy analysis French and <Analytic Hierarchy Process;AHP>, and reference the tourist hotels, hotels, business strategy, Spa regulations, Hot springs of operations in the region, a survey of experts. Jiaosi operations through which to assess the results of recommendations, as well as to construct the business strategy of the research indicators.
    Two hierarchical framework of this study are the dimensions order policies and decrees management industry operating performance &quot;and&quot; sustainable development &quot;spa area, which the spa area of sustainable development&quot; as the most important dimensions spa resource utilization efficiency, &quot;the most important, the order of the second dimension of the total spa resources management, spa area brand Sort Policy Act management, which the spa area management plan&quot; re the highest proportion, with the the Spa mark application two rights euphemistically &quot;usage fee levied the lowest proportion, sorting the third dimension&quot; industry operating performance &quot;and&quot; quality of service &quot;industry who believe that the most important factor, Secondly marketing channels and facilities planning and design &quot;, the lowest percentage of the final cost control.
