Title:	健保IC卡使用情況之初探－民眾對健保IC卡之內容、使用與安全性之認知 The Preliminary Survey of NHI IC Card -Knowledge, Usage and Safety on NHI IC Card Among people

Abstract:	健保局在民國91 年開始宣導健保IC 卡的使用，將先前的健保紙卡、兒童健康手冊、孕婦健康手冊及重大傷病卡的功能整合成為單一健保卡，讓民眾能一卡到底，方便就醫，並且十年內免換卡，還能登載持卡人的個人部分醫療紀錄等，且可透過讀卡機進行「讀」、「寫」功能。雖然醫政單位在各種媒體上已作宣導，但是民眾對於Ic 卡認知、使用及安全上的滿意度如何，到目前的研究不多，因此，我們想探討的是，在相關的宣導下，一般民眾對健保卡內容、使用與安全性的認知為何，並且針對不同教育背景、程度與年齡作分析比較。本研究結果發現：一、對健保IC 卡本身所含內容之認知，結果顯示民眾最瞭解的項目為健保IC 卡上有身分證字號、性別；最不瞭解的項目有重大傷病卡、孕婦健康手冊、兒童健康手冊、健保IC 卡有提供密碼上鎖等。對健保IC 卡所含各項內容的認知上不具醫管背景的一般民眾與具醫管背景的民眾意見均有顯著的差異，有醫管相關知識的民眾比較瞭解健保IC 卡中所包含的內容。二、對健保IC 卡使用上的瞭解，問卷中五成以上的民眾都知道補發新卡需200 元工本費，但令人驚訝的是，不論教育背景為何，絕大部分的民眾都不知道讀卡機的地點設置在何處。三、對健保IC 卡安全上的意見，對「不會擔心健保IC 卡內的資訊外洩」、「抑制流行性傳染病的疫情擴大有幫助」及「以預防流行性傳染病，增加使用IC 卡的意願」這三個項目上不具醫管背景的一般民眾與具醫管背景的民眾其看法有顯著差異，民眾對健保IC 卡仍有安全性上的疑慮。四、年紀在30 歲以下的民眾，不論是否具醫管背景，對於健保IC 卡使用認知以及安全性的意見幾無差異。 Bureau of National Health Insurance claimed that NHI IC card would completely replace the former paper card , moreover , it also replaced catastrophic disease card , health booklet of pregnant women and health booklet of infant , and became one card for all in Jan l , 2002 . People can use this card for their medical treatment and do not need to renew the card within 10 years. All the medical records are stored in the IC chip, which can be read and restored in a specific card -reading machine. This new policy had been wildly announced in all kinds of media, however, due to the beginning of new policy, it 15 still in vague that if most cardholders know the contents and the way to use NHI IC card. Furthermore, do they trust Bureau of National Health Insurance and medical institutes for the safety of NHI IC card? In order to answer these questions, we made a survey and our results showed that: 1. For the contents in NHI IC card, the survey shows that the most known items were ID number and gender. The least ones, however, included catastrophic diseases, health booklet of pregnant women, health booklet of infant and password for NHI IC card. People with relative background had better understanding of the contents in NHI IC card than people without relative background , and the differences were statistically significant • 2 • For usage of NHI IC card , near 50 % of subjects knew that there will be a N . T. $200 handling charge for reissuing new NHI IC card. Surprisingly, most subjects had no idea at all where the card -readers were booked . 3 • For safety of NHI IC card , there was significant difference between people with or without relative background on their attitude towards 「Do you worry about the Possibility that your Personal information will be revealed without permission 」，「To use NHI IC card will help to prevent the spread of diseases 」and 「I am willing to use NHI IC card if it can prevent the spread of disease 」. In general, cardholders were somewhat worry about the safety of NHI IC card. 4 • For people under 30 , no matter they had relative background or not , mostly there was no significant difference in their knowledge , usage and safety of NHI IC card . 5 • For people without relative background but whose education level were college or above , they were more worry about the safety of NHI IC card . 6 • There was no significant difference between people with and without relative background , no matter what the age or education level were , in the safety concerning that Bureau of National Health Insurance might reveal personal information of cardholders without permission . It suggested that cardholders in our study still had faith on Bureau of National Health Insurance. According to our results , we made some comments and also proposed several suggestions for the references of Bureau of National Health Insurance .
