行政院環保署以社區為單位,序列式推動各項環境改造活動,自民國86~88年「生活環境總體改造計畫」、89年「社區生活環境改造計畫」、90~94年「社區環境改造計畫」、95年迄今的「清淨家園計畫」至今已得到熱烈回響。爰此,本研究主要目的在於探討台南市安南區鳳凰里、海東里及海南里三社區參與環保署相關計畫執行之經驗所呈現的環境面向,並藉由環境改造後社區居民環境滿意度問卷調查及社區領導人之深度訪談,進一步分析環保署相關計畫執行之成效及反應社區居民對環境面向的需求。希冀能藉由本研究的分析與結果,瞭解與探討社區的現況與困境,提供後續政府推動社區環境改造及其他社區推動環保相關工作的參考。
研究結果顯示,參與環保署執行計畫次數多寡與居民對社區環境滿意度成正向趨勢的關係。且參與次數越多之社區居民除持續維護環境的整潔進而著重環境教育方面的資訊。而在推動社區環境改造時最常遇到經費不足及居民不願提供土地等問題,造成社區在營造過程中之困難。
社區在執行環保署相關計畫過程中,除了需要領導者帶領及居民的參與,仍需政府部門的積極輔導,營造官民一心的社區環境改造行動,更能帶領社區民眾參與社區活動。 Various environmental reforms of community have been implemented by Environmental Protection Administration (EPA) of Executive Yuan since 1997. So far, these environmental reforms of community (ERC) have received positive responses from local communities. The purpose of this study is to evaluate the environmental performance of environmental reforms implemented by Feng-Huang, Hai-Dong and Hai-Nan Units of Annan District, Tainan City. The evaluation was conducted by both questionnaire and depth interview to reflect the performance of ERC and the environmental demand of local people. Based on the results of this work, it can provide not only the current status of community empowerment but also the important references in the future.
A positive relationship between the number of implementing and the environmental reforms of community satisfaction of community was found in this work. More environmental reforms of community experienced community seemed to carry out not only environmental clarity but also more advance issues such as environmental education. The main difficulties in ERC were lack of budget and insufficient land used.
During implementing the environmental reforms of community supervised by EPA, the leader of community needs to induce the inspiration of public participation. In the meantime, the contribution from governmental section still plays a very important role in community empowerment. The further integration of different sectors is the groundwork for success in community.
