Abstract:	1996年4月英國標準協會(BSI)公佈了職業安全衛生管理標準(BS8800):職業安全衛生管理系統指引(Guide to Occupational Health and Safety Management System) ，其內容主要在提供事業單位如何有效地將職業安全衛生管理與其他生產管理系統相互整合，藉以改善企業組織內的安全衛生成效，並達到降低勞工及其他人員的健康危害風險、改善企業經營效率。1999年4月BSI再擬定職業安全衛生管理系統以提供驗證機構一致性的驗證標準。大體而言，OHSAS18001係以規劃、執行、查核、及改善等四個要項(PDCA ; Plan -Do - Ch & Correction- Action)的閉環迴路作為安全衛生管理計畫推行之模式，其目的在於藉以強化企業組織之安全衛生管理持續改善績效之功能。因此本計畫將參考OHSAS18001系統將安全衛生管理與企業績效管理結合，並藉政策、組織、制度規劃、計畫執行、績效稽核及系統評估等管理作業，建構事業單位安全衛生自主管理系統，提升自主管理機制，並提供業界實際運用以評估績效，落實職災預防。茲將本計畫執行主要成果列述如后： 1 設計完成事業單位安全衛生管理自評表，以了解事業單位安全衛生管理執行狀況。 2 事業單位普遍未重視安全衛生，整體而言，沒有一家全數符合法規，大多數事業單位皆未能遵守法規要求，重視安全衛生工作，實施自主管理。　3事業單位有必要建立自主性之安全衛生管理體制，實施所謂之自護制度，以創造永續經營之環境。 The result of this study are as follows(1) Design a self-assessmene table to survey the execution of safety and hygiene by owners. (2) Most of the owners had not fully established the safety and hygiene system.(3) We suggest owners must regulate a safety and hygiene system to prevent the occurrence of disaster.
