    摘要: <b>細部計畫1:畜牧業溫室氣體排放清冊及趨勢探討</b><P>為持續瞭解本國畜牧部門溫室氣體排放量變化。本計劃主要工作除了持續更新我國畜牧部門溫室氣體排放資料庫外(1900年至2022年),亦召開兩次專家會議,共同檢討排放方法、係數與活動數據,評估我國畜牧部門採用排放方法之特色。並配合提出環保署國家溫室氣體排放清冊審議相關會議。</P><br/><b>細部計畫2:畜牧糞肥循環再利用於農田土壤政策綱領</b><P>畜牧場所產出之禽畜糞若未經妥善處理,逕自排放至周邊水體,不僅會對農業生產環境造成負面影響,也會導致附近居民生活品質劣化。為達成禽畜糞資源再利用之目的,本計畫旨在彙整及分析臺灣畜牧糞肥產量及資源化推動相關資料,研析其對土壤環境品質、作物生產及地下水之影響,並參酌歐盟(荷蘭)與美國等先進國家對畜牧糞肥循環利用於農業之政策綱領,檢討國內現行法令規範,進而研提臺灣畜牧糞肥資源化再利用於農田土壤政策綱領。透過本計畫盤點畜牧廢污資源化再利用之關鍵課題,評估氮、磷、銅、鋅等元素對土壤環境、地下水及環境品質之長期影響,進一步探討農委會畜牧處與農糧署相關政策之競合情形。經由專家諮詢會議,綜整學者專家之意見,修訂並研提畜牧糞肥(包含沼液沼渣)再利用於農田土壤政策綱領(草案),希冀作為畜牧處未來施用畜牧糞肥及沼液沼渣之政策執行依據,達成循環利用畜牧再生資源,實現永續農業之精神。</P><br/><b>細部計畫3:田間施用不同重複利用數或不同調整材製成之雞糞加工肥料對土壤性質及作物產量之影響</b><P>雞糞墊料之產出量大,目前許多農民為直接將這些生雞糞施用,也因而衍生許多環境衛生問題。土壤施用這些富含有機物及養分之雞糞墊料製成之雞糞加工肥料,可以增加土壤有機質含量、提升土壤品質及作物產量之外,但其效果受到雞糞墊料及調整資材之影響。本計畫預計以自製之2種雞糞加工肥料進行田間試驗種植玉米及葉用甘藷,並將試驗之結果與化學肥料處理比較其在土壤性質及作物產量上之差異,期能達成雞糞墊料再利用及改善土壤品質之目標。</P>
    <b>1:Discussion on livestock industry GHG emissions inventory and statistics of trends for domestic</b><P>      This study will continuously update the greenhouse gas emissions inventory (GHG) for our livestock, review our past studies on local emission factors and activity data, collect the foreign GHG, assess their ratios relatively to total GHG, and analyze possible mitigation technology and projects. Those works are to evaluate our past, present and future GHGs and trends on livestock in order to provide the references.</P><br/><b>2:Policy guideline of livestock manure recycling into the agricultural soils</b><P>When livestock manure, without proper treatment before being discharged into its surrounding water bodies, would not only have negative impacts on agricultural farming environment, but also degrade the life quality of surrounding residents. In order to achieve the purpose of reusing livestock manure as resources, aims of this study are (1) collecting and analyzing the data of the amount of livestock manure produced in Taiwan every year; (2) understanding the up-to-date situation of reusing livestock manure as resources; (3) investigating the impacts of livestock manure on soil quality, crop production and groundwater; (4) developing policy guidelines of reusing livestock manure as resources base on the knowledge of other countries’ laws and regulations, such as EU and US. In addition, the long-term effects of nitrogen, phosphorus, copper, and zinc within livestock manure on soil, groundwater and environment will be considered after a long-term application. The relationships between current policies of the Department of Animal Industry and the Agriculture and Food Agency will be discussed in this study. Via a future consultation meeting to integrate opinions of scholars and experts, a draft of policy guidelines of reusing livestock manure as resources will be developed. These guidelines may help to regulate the reuse of livestock manure as resources and achieve the goal of sustainable agriculture.</P><br/><b>3:Effect of field application of different processed fertilizers of wasted poultry litter on the soil properties and yield of crops</b><P>Large amount of poultry litter was produced in Taiwan each year and directly applied it as a fertilizer to cropland was a usual practice for farmers; however, this kind of practice produced many problems in environmental and public health. In this proposed study, two kind of processed poultry-litter fertilizers will be in-site applied in the croplands in central Taiwan. The benefit effects of them on soil quality and yield of corn and sweet potato will be compared with chemical fertilizer treatment. The objectives of this study are to reuse these wastes of poultry litter as suitable soil amendments, enhancing the soil quality of croplands in Taiwan, and increasing the organic matter content in the soils.</P>
