廢五金從業人員環保素養及法規認知之研究

標題:	廢五金從業人員環保素養及法規認知之研究 Research on environmental protection literacy and legal cognition of scrap metal workers 本研究藉著實際經營廢五金回收與拆解之從業人員之調查研究，經由法規面、技術面、學習能力、許可合法性及環保能力等面向探討循環經濟產業所面臨問題及可能之出路。由於國內經濟快速發展階段大量廢五金業者從事相關回收再處理工作，隨廢五金業者輔導轉型成合法業者，但仍有部分廢五金拆解、回收業者未導入合法經營，另一方面，受限於經營業者之技術能力不足，對於處理技術及污染防治設備無法跟隨產業升級，業者對於環保法規知識不了解，且作業人員年齡偏高需政府單位協助。研究中得知早期從業人員對於廢五金業者環保知識不瞭解，結果顯示，廢五金業者從業人員對於環保知識了解度僅有7.5%，且投入此項產業新進人員比率偏低，本研究結果顯示調查部分有極高比例希望政府協助，由此可知從業人員對於此產業未來發展的迷濛及欠缺，期許未來政府能與廢五金業者達成良好合作為廢五金處理業指出更好之出路。 This study investigated the survey of practitioners who actually manage scrap metal for collection and dismantling, and discusses the problems faced by the circular economy industry and possible solutions from the aspects of regulations, treatment technology, relearning ability, license legality, and environmental protection capabilities. During the rapid economic development stage in Taiwan, a large number of scrap metal businesses engaged in related recycling and processing work, and the scrap metal businesses have counseled to transform into legal businesses, but there are still some workers did not introduce under the legal operation. On the other hand, they are restricted on the operators’ insufficient technical capabilities, the advanced treatment technology and high performance pollution prevention equipment and contributed low will to upgrade the technologies, relation knowledge of environmental protection technology and laws. Most of the operators are old and urgently much more government assistance to upgrade this industrial. In the early stage of the industrial, operators did not own the environmental protection knowledge about the scrap metal industry. The survey results also showed that the practitioners in the scrap metal industry had only 7.5% understanding of environmental protection knowledge. The proportion of new entrants who invested in this industry was relatively low. A very high percentage of people hope that the government can help. This study shows that practitioners are confused and lacking in the future development of this industry. It is hoped that the government can reach a good communication bridge with the scrap metal industry in the future.
