    標題: 雲林縣政府協助中小企業(製造業)雇主改善工作環境計畫執行成效之研究
    Study on work effectiveness of Yunlin county government assisted medium and small sized enterprises to improve the manufacturing environment project
    Small and Medium Enterprise (hereinafter referred to as “SME”) is the economic lifeline of Taiwan. Every single household became SME with the saying of living room is the manufacturing factory in the so-called Taiwan Economic Miracle era. However, SMEs often simplify the safety and health facilities due to lack of finance, materials, professional personnel, money etc. Employers and employees’ weak recognition of hazard risks at workplace has not only led to the increase of occupational accidents but also become the weakest link in the industry during the recent years.This research is to apply the KPI and study the performance of manufacturing SMEs employers who accepted the guidance plan of improving the workplace environment from Yulin county government. The result of the research indicates that the manufacturing SMEs reach low performance in three items under the current safety and health management and the three items are “safety and health training”, “health check system”, “implement of risk assessment for workplace”. According to the result of this research, it is also found that the main factors leading to the difficulty of practicing safety and health management are “insufficient recognition of the safety and health related acts”, “lack of external resources to implement safety and health events”, “lack of time to participate safety and health seminars”;the main demands to promote the implement of occupational safety and health measures are “free safety and health training program”, “feasible safety and health acts”, “counselling service counter for safety and health issues”;the main improved items of safety and health fields after having occupational safety and health guidance from the government are “more knowledge of the safety and health policy as well as the direction of the practice”, “effectively raising all employees’ awareness of safety and health”, “capability to avoid the occupational accidents”. The analysis of the questionnaire survey presents the significant difference after comparison of different variables of personal background (e.g. Job titles) and organizational background (e.g. total assets, number of employees, receipt of safety and health information in the past 3 years).
