    標題: 探討長期照顧機構員工資訊素養對於組織知識管理能力之影響
    Exploring the Impact of Staff’s Information Literacy on Long-term Care Institutions’ Knowledge Management Capability
    背景:近幾年長期機構在人口高齡化的趨勢下,資源管理需求增加,為持續保有競爭優勢,最有效的方式為提升組織的知識管理能力,同時內部員工也必須具備足夠的資訊素養,以便有效的尋找、評估與使用資訊,並將之轉換為有價值的知識與行動。目的:1.瞭解長照機構知識管理能力現況;2.瞭解長照機構員工資訊素養之現況;3.探討員工資訊素養對長照機構知識管理能力之影響性與相關性。方法:採用問卷調查法,依照2019年衛生福利部社會及家庭署所提供之全國長照機構名冊,採用分層比例抽樣,並依北中南東區域分層,隨機抽出400家長照機構,共126份有效問卷,有效回收率為31.5%。資料分析以迴歸分析進行各變數對組織知識管理能力之影響。結果:組織知識管理能力與員工資訊素養之相關性皆呈現正相關,其員工四大資訊素養對於組織知識管理能力之影響力顯示傳統素養與網路素養呈現有顯著影響,影響力最大為傳統素養,其次是網路素養,顯示加強長照機構員工的基本資訊能力仍是當務之急需改善的。結論:本研究結果顯示仍有半數員工其資訊素養是較低,培養長照機構員工利用資訊科技進行基本的資料處理能力,例如組織、利用、分析之資訊能力等和網路使用的能力最能有效改善組織知識應用並將其轉換之能力。機構應提供相關技能訓練課程,加強員工操作資訊科技能力;亦可舉辦各式學習研討會、交流會,增加機構間知識應用之交流,以提升長照機構競爭力。
    Background:With the trend of aging population in recent years, long-term care institutions have increased their demand of resource management. In order to maintain a competitive advantage, the most effective way is to improve the organization's knowledge management (KM) capabilities. Meanwhile, the staff must also have sufficient information literacy so as to effectively search, evaluate, and apply information, and convert it into valuable knowledge and action. Objective:The purpose of this study is to understand the current status of KM capabilities and staff’s information literacy in Long-term care institutions, as well as to explore the impact and relevance of staff’s information literacy on intitutions’ KM capabilities. Methods:This study used a questionnaire survey and was based on the national list of long-term care facilities provided by the Social and Family Affairs Administration of the Ministry of Health and Welfare in 2019. It adopted a stratified proportion sampling, based on stratification in the northern, central, southern and eastern regions. Four hundred long-term care institutions were randomly selected, with 126 valid questionnaires, and 31.5% effective recovery rate. Regression analysis was used for data analysis. Result:The correlation between organizational knowledge management ability and employee information literacy is positive. The influence of the four major information literacy of employees on organizational knowledge management ability shows that traditional literacy and Internet literacy have a significant impact. The most influential is traditional literacy, followed by It is Internet literacy, which shows that strengthening the basic information capabilities of the employees of long-term care institutions is still urgently needed for improvement.Conclusions:The results of this study show that half of the employees are still of low information literacy. Training employees of long-term organizations to use information technology for basic data processing, such as organization, utilization, analysis, and network use, is the most effective way to improve the application and transformation of organizational knowledge. In addition that long-term care institutions should provide training courses to increase staff's ability to operate information technology. Besides, seminars and meetings can be held. By increasing the knowledge exchange between institutions, the competitiveness of long-term care institutions can be enforced.Key words: long-term care institutions , knowledge management capabilities , information literacy
