    標題: 鐵路安全教育訓練成效之評估-以某鐵路公司為例
    Evaluation of the Effectiveness of Railway Safety Education and Training - Taking a Railway Company as an Example
    人言到「鐵路為交通之母」,鐵路影響社會的脈動與安定,鐵路安全端賴從業人員的支持。為確保鐵路安全,依「鐵路法」規定鐵路機構需提供人員訓練,使其具備鐵路專業與作業安全之能力。某鐵路公司辦理鐵路安全教育訓練至今未曾評估訓練成效及瞭解影響訓練成效因子,因此,本研究透過問卷調查來探討教育訓練對員工的「安全態度」、「鐵路安全知識」與「訓練成效」之影響。本研究設計「鐵路安全教育訓練前測及後測問卷」作為調查工具,以某鐵路公司之參訓員工為研究對象,總計789位員工。問卷資料以SPSS軟體採用描述性統計、差異分析、皮爾森積差相關及迴歸分析等統計方法處理。結果指出在教育訓練前後,員工的「安全態度」具有顯著差異(p<0.001)。員工在安全教育訓練後對「安全態度」、「鐵路安全知識」與「訓練成效」均有正面認知,且高度認同鐵路公司應持續提供訓練。鐵路公司提供員工有效訓練,對維護鐵路安全與推動職業安全衛生管理系統都有正面幫助。在員工「安全態度」認知上,除「學歷」無顯著差異外,其他「背景變項」皆有顯著差異(p<0.05);特別以「5年內年資」的員工整體認知表現最佳,5年內年資為培養員工安全態度的最佳時機。員工的所有「背景變項」,對「鐵路安全知識」及「訓練成效」皆有顯著差異(p<0.05)。女性員工對鐵路安全知識認知較低,應評估額外提供急救或緊急應變等訓練。「安全態度」與「鐵路安全知識」對「訓練成效」呈顯著正相關(p<0.05)。訓練後之「安全態度」與「鐵路安全知識」為「訓練成效」迴歸預測模式之最適預測因子。「鐵路安全知識」為影響訓練成效的主要因子。預估「訓練成效」的迴歸方程式具有52.6%解釋力,可作為鐵路公司評估「訓練成效」的工具。
    People said “Railway is the mother of traffic.” Railways affect the pulse and stability of society. Railway safety depends on the support of railway employees. For ensuring the railway safety, the railway institutions must provide employee training in accordance with the “Railway Act” to enable them to have railway expertise and job safety capabilities. To date, the railway company has not assessed the effectiveness of the training and understood the factors affecting the effectiveness of the training. Therefore, the aim of this study is to explore the influence of safety education and training on the “safety attitude,” “railway safety knowledge,” and “training effectiveness” of employees by questionnaire survey.This study designed the “pre- and post-test questionnaires of railway safety education and training” as a survey tool. Employees of the railway company participating in training are the subjects of the questionnaire survey. A total of 789 employees were surveyed in this study. The questionnaire data were processed and analyzed by SPSS software using statistical methods such as descriptive statistics, compare means, Pearson's correlation, and regression analysis.The results indicate that there is a significant difference on the ";safety attitude";of employees before and after training (P<0.001). The employees have positive cognitions in ";safety attitude,";";railway safety knowledge,";and ";training effectiveness";after training. The employees highly agree that the railway company should continue to provide training. Effective training for employees provided by the railway company can help maintain railway safety and promote occupational safety and health management system.There are significant differences of all “background variables” of employees on the cognition of “safety attitude” (P<0.05), except for “educational background.” In particular, employees with ";seniority within 5 years";have the best overall cognitive performance in “safety attitude.” Seniority within five years is the best time to train employees with good attitude toward safety. There are significant differences of all “background variables” of employees on “railway safety knowledge” and “training effectiveness” (P<0.05). Female employees have low cognition of “railway safety knowledge.” Therefore, the railway company should evaluate the provision of additional training for female employees such as first aid or emergency response in the future.";Safety attitude";and ";railway safety knowledge";are significantly positively correlated with ";training effectiveness";(P<0.05). The ";safety attitude";and ";railway safety knowledge";of employees after training are the most appropriate predictors of the regression model for predicting ";training effectiveness.";";Railway safety knowledge";is the main factor affecting the effectiveness of training. The multiple regression model can explain 52.6% of total variance in the ";training effectiveness.";The prediction model can be used as a tool for the railway company to evaluate ";training effectiveness."
