    標題: 台灣垃圾焚化爐底渣再利用現況與未來發展探討
    The Status of Bottom Ash to Reuse in Taiwan and Discussion of the Future Developments
    垃圾是全球性共同的問題,隨著科技的進步人們所製造的垃圾種類越是多樣化,處理上也更加艱難。目前國內垃圾還是多以焚化為主要處理方式,早期焚化後產生的底渣皆以掩埋方式處置。近年來環保署推動焚化底渣再利用,其目的在於紓解國內掩埋場不足、土地使用成本高昂及興建不易之問題。本研究蒐集過去相關文獻及環保署歷年統計之數據,探討焚化後底渣再利用的處理方式及再利用情況。 在品質方面,底渣再利用前先經篩分、破碎或篩選等前處理,並視再利用產品用途需要,採穩定化、熟化或水洗方式處理之程序。底渣再利用管理方式中已明訂再利用產品品質標準,並限定再利用產品使用用途,規定再利用機構應申報產量、流向,並實施確保環境安全之品質管制系統,以控管焚化再生粒料流向與使用。 在市場方面,焚化底渣之再利用處理及去化使用若無法順利推展,將導致底渣無處可去,造成廠商非法堆置情事。為促使焚化底渣再利用順利及焚化再生粒料去化之有效管理,各縣市也紛紛祭出地方自治條例,成立推廣小組,將焚化再生粒料推廣於轄內各項公共建設。 在工程方面,目前國內底渣再利用處理技術漸趨成熟,藉由多段式精細分選、水洗技術等,期提高底渣再利用產品品質,以更貼近工程需求。 環保署近年不斷的推動多元化垃圾處理計畫,發揮廢棄物資源化,並同時導入國外垃圾處理技術,有效升級焚化廠效能,進而提升底渣資源化品質,期使焚化再生粒料能達環境無害及工程普遍應用,以達資源循環再利用之目標。 本研究針對底渣再利用發生的困擾與違規事件、主管機關採取對應策施及相對因而衍生去化困擾,與予探討並提出相關解決建議,以提供相關單位施政參考。
    Abstract Garbage is a global problem. With the advancement of technology, the more diversified the types of garbage produced by people, the more difficult it is to handle. At present, domestic garbage is still mostly handled with incineration. The bottom ash generated after early incineration is disposed by landfill. In recent years, Environmental Protection Agency (EPA) has promoted the reuse of incineration bottom ash. The purpose is to alleviate the problems of insufficient domestic landfills, high land costs, and difficult construction. This research collected the relevant literature in the past and the statistics of EPA over years, and discussed the treatment method and recycling situation of bottom residue after incineration. In terms of quality, the bottom ash is pre-treated by sieving and crushing before reuse. Depending on the use of the reused product, it needs to be stabilized, matured, or washed in water. The slag recycling management method has clearly defined the quality standards of recycled products and limited its use. It requires recycling agencies to declare the output and flow direction and implement a quality control system to ensure environmental safety by controlling the incineration of recycled material flow direction and reuse. In terms of the market, if the reuse and disposal of incinerated bottom ash can not be promoted smoothly, there will be nowhere to go for the bottom ash, resulting in illegal storage by manufacturers. In order to promote the reuse of incineration bottom ash and effective management of the incineration of recycled pellets, counties and cities have also offered local autonomy regulations and established promotion groups to promote incinerated recycled pellets in various public constructions within their jurisdiction. In terms of engineering, the domestic bottom ash recycling technology has gradually matured. With multi-stage fine separation and water washing technology, the quality of bottom ash recycling products is expected to be improved. In recent years, EPA has continuously promoted diversified waste disposal programs. At the same time, new disposal technology has been introduced to effectively upgrade the efficiency of incineration plants, thereby improving the quality of bottom ash and achieving the goal of resource recycling. This study addressed the problems and violations that occur in the reuse of bottom ash, the authorities’ corresponding countermeasures and their relatively problems triggered. Furthermore, this study also discussed and provided solutions to the references for government authorities.
