    標題: UAS航測輔助土地鑑界與分割之研究

    關鍵字: 有土斯有財,土地是財富的象徵,隨著時代的演進,人類從農村聚落演變為經濟發展特徵的都會區、工業區等,土地不止於種植耕作,而是有更廣泛的用途,人民也開始重視自己土地的權利範圍。目前地政事務所所承辦的土地複丈業務中,以申請鑑界與分割為大宗,主要原因為買賣、建造、界址遺失或糾紛,然而對於申請人而言,現行土地複丈的成果圖上只有地籍線與現場所放樣的界址點位置,民眾是無法直接從線畫圖直接了解土地坐落範圍與周圍情況。而土地複丈也常因為圖根點遺失而無法進行作業,需要以導線或四參數轉方式來進行佈設佈點之作業,導致案件執行速度增加。 近年來無人飛行載具(Unmanned Aircraft System,UAS)的快速發展,已在各領域廣泛使用,在攝影測量的應用上,也能搭載高解析度相機產製高解析度的正射影像。本研究將以已實際完成土地鑑界和土地分割的案件為實驗案例,利用UAS航測產製實驗區的影像地籍圖(地籍圖套疊到真正射影像),驗證UAS航測輔助土地鑑界與土地分割作業之可行性。 本研究以高雄市橋頭區三仙段數值重測區為實驗區,先以UAS航測方式產製高解析度(2.55cm/pixel)真正射影像並與地籍圖套疊成影像地籍圖。影像地籍圖在土地鑑界和土地分割的應用實驗結果,皆證實自影像地籍圖獲得的土地面積的正確性。本研究也提出影像地籍圖在土鑑界和土地分割作業的初步建議流程,詳細說明了作業方式。此外,本研究也提出如何利用e-GNSS測量建立圖根補點的方法。
    Land is a symbol of wealth, with the evolution of the times, human beings from the countryside to become economic development of the metropolitan area and industrial areas. Land is used not only for planting, but also for a wider variety of use. People start paying attention to the scope of their land rights as well. So far, among all the cases of land resurveying in the Land Office, the applications for boundary verification and land division have been the most. The main causes are sale, construction, loss of boundary, and disputes. However, current land resurveying map, only the cadastral lines and the locations of the parcel corners are revealed., There is no way for the applicants to understand the the scope of the land and surrounding circumstances directly from the line drawing. Besides, it is often difficult to conduct the land resurveying due to the loss of control points. The traverse survey as well as the four parameters similarity coordinate transformation are required to carry out the work and to accelerate the execution. In recent years, the rapid development of Unmanned Aircraft System has been widely used in various fields. High-resolution cameras can also be applied to produce high-resolution orthophotos in photogrammetry. This research will complete the survey for boundary verification and land division as experiments and produce the imagery cadastral maps using UAS photogrammetry (cadastral maps stacked into the true orthophotos) to verify the feasibility of using UAS photogrammetry as auxiliary to conduct the survey for boundary verification and land division. This research takes the numerical retest area of Sanxian Section of Qiaotou District in Kaohsiung City as the experimental area;first produces high-resolution (2.55cm/pixel) true orthophotos by UAS photogrammetry, and stacks it with the cadastral map into the imagery cadastral map. The experimental results of the application of the imagery cadastral map in the survey for boundary verification as well as the land division have both proved the accuracy of the land area obtained from the imagery cadastral map. In addition, this research proposes the preliminary recommendation process of conducting the survey for boundary verification and land division with the imagery cadastral map, and also describes the way of operation in detail. Moreover, this research proposes the method for using e-GNSS to measure and establish the control points.
