    摘要: 營造業發生感電重大職災的頻率,在全產業是最為嚴重的,因此探討營造感電事故原因及面臨的問題,為本研究之動機所在。本研究之目的為瞭解勞工於各作業情境的感電經歷及現場改善所遭遇到的困難,並探討及制定相關的改善對策,以減少重大職災發生的頻率。研究問卷發放280份問卷,有效回收率為86.07%。研究結果發現:現場勞工觸電比例最高(92%),且多為臨時工 (34%);主要由於從事電力設備作業造成觸電(22%);大部分是手部觸電(42.7%);使用之手工具以電鑽居多(20%);防護措施缺失主要為未穿戴絕緣用防護具(23.1%)和使用絕緣防護器具(21.5%)。多數集中在人數30人以下之單位(83%),且未執行或接受安全衛生教育訓練(74%)及安衛管理單位未設置(65%)與電氣作業標準程序缺乏(97%)亦是因素之一。顯示上層管理能力不足,及對勞工安全的不重視等,不良的管理政策及作為,是造成職災事故發生的關鍵。故 應加強電氣安全宣導及實施相關之安全衛生教育訓練,並建立安全作業標準及訂定安全衛生工作守則;若因缺乏相關之專業技術而無法改善時,則應開發或引進相關的技術與訓練教材,或委外聘請相關之專業人員授課講解,以及政府或主管機關適時的介入,派員檢察與輔導及加強宣導,才能有效預防感電事故之發生。
    The occurrence frequency of electrical disasters in the construction industry is the most serious among the whole industry in Taiwan. Therefore, it is the motive of this research to explore the causes and problems of electrical accidents. The purpose of this study is to understand the difficulties the workers experienced at electrical operation, and to explore and formulate relevant improvement measures to reduce the frequency of major electrical disasters. The questionnaires used in the study distributed 280 copies, and the recovery rate of the effective questionnaires was 86.07%. The study found that on-site labors had the highest proportion of electricity (92%) and most of them were temporary workers (34%); mainly due to electrical equipment operation caused by electric shock (22%); most of them were hand-touched (42.7%); the hand tools used are mostly electric drills (20%); the lack of protective measures was mainly lack of insulated protective gear (23.1%), and the use of insulated protective equipment (21.5%). Most of them are concentrated in units of less than 83%, and failing to implement or accept safety and health education training (74%) and security management units not set (65%) and lack of electrical operation standard procedures (97%) are also factors one. It shows that the lack of upper management capabilities and the lack of attention to labor safety, and poor management policies and actions are the key reasons of the occurrence of electrical accidents. Therefore, it is necessary to strengthen the safety and health education and training related to electrical safety propaganda and implementation, and establish safety operation standards and establish safety and health work codes; if it is impossible to improve due to lack of relevant professional technology, relevant technologies and developments should be developed or introduced. Training materials, or commissioning relevant professionals to teach lectures, as well as timely intervention by the government or the competent authorities, dispatching inspections and counseling and strengthening publicity, can effectively prevent the electrical accidents.
