    Title: 使用國民旅遊卡從事休閒情形暨相關措施態度之探討 ─以臺南市國民中小學校長為例─

    Abstract: 本研究之目的在於探討公務人員強制休假補助費改以國民旅遊卡方式辦理,其政策目標是期望落實公務員休假制度,並促進國內觀光產業發展。又因105年受到陸客不來台觀光旅遊之影響,旅遊業者大受打擊,政府希望藉由公務員多從事旅遊以提振國內旅遊產業,於106年元旦起實施新措施,故此時再次檢視國民旅遊卡政策,進行相關現況實證研究有其必要性及重要性。本研究調查對象為臺南市國中小校長共計314人。回收有效問卷計188份,抽樣誤差在5個百分點以內。以SPSS統計軟體進行描述性次數及百分比統計、卡方檢定、在95%信心水準進行T檢定及單因子變異數分析。
    研究結果發現,校長在性別、年齡、同住家庭成員人數、服務學校階段別、家庭月收入、最高學歷、領導風格等皆達顯著差異。根據陳智英(2016),發現「個人主觀意識」可能是干擾影響變數。本研究加入「領導風格」變項,研究結果確實有顯著差異。建議日後研究者可進一步進行其他面向的研究或?集相關領域之研究。另建議進一步研究可以探討新106年國旅卡新制,是否符合推動原意及建議相關政府部門國民旅遊資料庫公開,供後續研究。期望未來能有更多對於國民旅遊卡相關措施之研究投入,以得到更多實證研究結果,讓政府能更全面了解政策推行情況,並落實做為檢討及制定或修正國民旅遊卡相關措施政策之參考。
    The compulsory leave allowance for civil servants has not been issued for overtime pay since 1992 ,and it has been replaced by a Taiwan Traveler Card .Hopes to implement the institution of civil servants’ vacations, at the mean time, to promote the economic and national tourism industry.However, according to statistics,the government subsidizes 7.3 billion dollars in funds for the Taiwan Traveler Card ,only 20% of it is used for tourism. That doesn’t achieve the goal of the Taiwan Traveler Card.With the new government policies implementation ,it was necessary and important to examine the Taiwan Traveler Card card policy and conduct empirical research on relevant current conditions.
    The survey was conducted for a total of 314 principals of the schools of the Education Bureau of Tainan City. Through questionnaires, the sampling errors were within five percentage points, and 188 valid questionnaires were collected. At 95% level of confidence, descriptive and percentage statistics, chi-square test, T-test, and single-factor analysis of variance were performed by using SPSS statistical software.The research results showed that there were some significant differences in gender, age, number of family members living in the same household, service school stage, family monthly income, highest education level, and leadership style. Among them, the wed that there were some significant differences in gender, age, number of family members living in the same household, the service school stage and leadership style were original research variables.
    According to the research results, it was found that “personal subjective awareness” migh be an interference effect variable. It is recommended the researchers in the future who would like to study for this issue to conduct the research in “personal subjective awareness”. And here also suggests that there will be more researches investments in relevant measures for the Taiwan Traveler Card in the future, to obtain more empirical findings and make the government understand the implementations of the policies more comprehensively and implements the policies of reviewing and formulating or amending the relevant policies for the Taiwan Traveler Card .
