職業安全衛生管理目的在於防止職業災害,職業災害風險需要得到有效控制,進而提升職業安全衛生管理績效,才能確保勞工安全與健康,而預知危險並採取控制策略,是主管展現安全管理的重要關鍵。本研究藉由分析、彙整安全衛生管理的主動式績效指標相關文獻資料,進而發展出主動式安全衛生績效現況評估問卷,受測對象分為一般廠商(小型企業公司製造業)及績優廠商(獲得安全衛生優良單位),共發放600份問卷,回收568份,透過問卷分析之後,進一步了解製造業事業單位安全衛生管理績效與安全領導的之相關性,探討良好安全管理之績效指標特性,建立主動式績效指標評估安全領導之模式,以做為落實勞工安全衛生管理之參考。由問卷資料分析結果顯示,績優廠商在主動式安全績效指標之3個構面:安全互動、安全資訊、安全決策之平均積分均較一般廠商為高。績優廠商之員工比一般廠商,在安全領導執行面及員工自主管理面明顯有較高之認同度。建議事業單位若要落實安全管理須強化主管之安全領導,進而獲得員工的認同並表現於作業行為上,才能塑造良好的安全文化,提高安全管理績效,以達零災害之終極目標。 Occupational safety and health management aims to prevent occupational disasters. It is the key point for supervisors to execute safety management. So that, the risk of occupational disaster could be effectively controlled, and the performance of occupational safety and health management be improved significantly, the labor safety and health be ensured owing to anticipating dangers and adopting control strategies. The study aims to analyze and integrate relevant literatures on active performance indicators for safety and health management. In order to develop an active health and safety performance assessment indicators, and develop an active safety and health performance assessment questionnaires. The subjects were divided into two groups i.e., general manufacturers (company with low safety and health performances) and excellent manufacturers (company with high safety and health performances and acquiring the National awards). There are 600 copies of questionnaires were sent to the subjects and 568 copies were recovered. The questionnaire were analyzed, and the results showed that manufacturing institutions correlation between safety and health management performance and safety leadership, exploring performance indicators of excellent safety management, establish active performance indicators to assess the safety leadership model,as a reference for the implementation of labor safety and health management. Analyzed by questionnaire data, good manufacturing in active safety performance indicators 3 facets: safety interaction, safety information, safety decision the average points are higher than the general manufacturing. The employees of excellent manufacturers than general manufacturers, there was obviously a higher degree of recognition in the execution of safety leadership and the self-management of employees. The study recommended that the institutions should strengthen the safety leadership of supervisors if they want to implement safety management, to gain employees' recognition and behave in job behavior, can create a good safety culture, improve safety management performance, to achieve the ultimate goal of zero disaster.
