意外事故約有88%來自不安全行為，國內企業推動安全觀察與安全溝通，以行為安全為基礎消除不安全行為，一般主管安全觀察，主管常因時間受限，停留短暫時間就離開，以致多數觀察缺失是設備或環境缺失，較少發掘人員作業的不安全行為，因此動態安全觀察乃應運而生。在動態安全觀察的關鍵因素上有「運作方法與過程」、「主管安全領導」、「人員安全行為」、「人員安全態度」、「組織安全管理」、「人因」、「全員參與促進」等七個構面在個人背景變項及受傷經歷變項均有明顯的差異。本文將動態安全觀察與一般安全觀察進行分析比較發現，在「運作方法與過程」量表中清楚發現一般安全觀察的平均值從3.5844提升到動態安全觀察的平均值4.0189，可見「動態安全觀察」容易觀察到人員在持續作業過程等變化產生的危害。 在「問題發掘」量表中同仁在一般安全觀察的平均值從3.1291提升到動態安全觀察的平均值3.8546。由此可知「動態安全觀察」比「一般安全觀察」較能有效發掘不安全行為；由一般安全觀察的安全文化貢獻平均值從3.1158到動態安全觀察的安全文化貢獻平均值3.8722，可知動態安全觀察卻能有效提升安全文化。 Around 88% of accident from precarious behavior,domestic enterprises to promote an safety observation & safety communication that we always take behaviour safety as the foundation to eliminate unsafety behavior.
