    Abstract: 臺灣地區因時空環境造成地籍圖之坐標系統繁多且未能統一,無法與都市計畫樁位圖、地形圖等基礎圖資有效套合進行地理資訊系統(Geographic Information System,GIS)之加值應用。由於地籍資料涉及人民財產重大權益,故發展『三圖合一』嚴謹作業程序與技術,用以解決三圖(地籍圖、地形圖、都市計畫樁位圖)間套疊之問題,成果不但可強化相關圖資運用的準確度,更能促成空間技術為現代社會帶來便利性。『三圖合一』作業技術至今已發展成熟,但面對如此龐大的圖籍整合作業仍需消耗大量的時間及人力成本資源,因此如何能使『三圖合一』技術之作業效率獲得有效提升,並積極降低人力成本,是目前需面對的一大課題。近年來無人飛行載具(Unmanned Aerial Vehicle,UAV)在各領域上逐漸受到重視,其搭載衛星定位系統(Global Positioning System,GPS)及慣性感測器(Inertial Measurement Unit,IMU)並配備高解析度相機鏡頭,在目前測繪界已被廣泛運用。本研究之目的以UAV運用於『三圖合一』作業中之可行性探討,若能從天空的角度裊視地面,利用UAV排除地形的限制且能快速判定範圍內地貌及建物正確位置並賦予其坐標資訊,則有很大的效益。從結論得知,利用UAV可以得到真正射影像,輔助三圖合一圖資正確判斷,可有效降低人力成本及提高作業效率。
    Various coordinate systems of cadastral maps are not very easy to be unified in Taiwan area due to temporal-spatial limitation of these maps. Therefore, the urban planning pile map, topographic map and other basic map cannot integrate into geographic information system (GIS) for additional value-added applications. Because the cadastral map is directly related to the people's property, it is critical to develop "three map-in-one" project to overlap precisely three types of base maps (cadastral map, topographic map, and urban planning pile map) through rigorous operation procedures and innovative technology. For urban planning and development, "three map-in-one" project not only enhances the accuracy of three types of urban basic maps, but also fulfills people’s need in geospatial information.The "three map-in-one" project operation is based on mature technology, however, it is a very time and labor consuming task to integrate such huge capacity of maps. It is critical for local government to promote operation efficiency and to reduce the required human resources for this project.Recently, Unmanned Aerial Vehicle (UAV) equips with Global Position System (GPS), Inertial Measurement Unit (IMU), and high resolution camera which draws great research attention in this field. The purpose of this study is to access the feasibility of utilizing UAV for "three map-in-one" project operation. UAV can derive topography and precise building geographic position to overcome the limitation of operation area. We conclude that the true orthophoto derived by UAV, can provide required information for "three map-in-one" project to reduce the human resource requirement and increase the operation efficiency.
