    標題: 老人福利機構的使命宣言內涵與組織行為之研究

    摘要: 老人福利機構服務已成為社會結構變遷下所?可或缺的長期照顧方式,隨著機構量及收容人數的擴增,無論在服務品質、照顧人力的招募及機構經營,皆會出現激烈競爭,機構參加評鑑儼然成為提升形象的重要經營策略。機構訂定使命宣言,並發展短、中程營運計畫已列為評鑑指標,使命宣言是否清楚撰寫、內容要素內涵會影響組織行為,然而有關老人福利機構使命宣言與組織行為關係之相關實証研究在台灣付之闕如。本研究以老人安養護長期照顧機構名冊中1044家機構之資料,篩選出南部地區338家為研究樣本,共郵寄給338家機構的院長(或主任)填答發放及回收,得有效問卷111份,有效回收率為32.8%。之後針對111家機構收集有關各機構網頁之使命、宗旨與任務等使命宣言內容,共52家機構有撰寫使命宣言,最終以52家機構作為研究分析對象。採用內容分析法、描述性分析、卡方檢定、單因子變異數分析及T檢定、複迴歸分析,了解我國老人福利機構訂定使命宣言現況;探討不同老人福利機構特性、管理者特性、是否網頁有使命宣言內容、使命宣言內容九大要素是否陳述與工作滿意度及工作績效之差異並建構影響模式。結果顯示:老人福利機構假設網頁的普級率未達100%;使命宣言要素有撰寫比例較高的為1.機構哲學(94.1%) 2.產品或服務(70.6%)及3.自我認知(52.9%),則無撰寫的為關注生存;管理者的教育程度越高機構有撰寫使命宣言的比率越高;管者理的工作滿意度及工作績效皆會因機構的住民年平均收容率及管理者年齡而有所差異;在工作滿意度中內在(激勵)滿意度較外在(保健)滿意度高(4.09>3.85),工作績效部份則是脈絡性績效較任務性績效高(4.26>4.20);另外內在(激勵)滿意度會正向影響任務性績效及脈絡性績效,外在(保健)滿意度則會負向影響脈絡性績效;另發現管理者的外在滿意度及脈絡性績效會因使命宣言內容要素的項目總數而有所差異。基於上述結果故建議老人福利機構皆能架構網頁,將資訊透明化,以提升民眾了解老人福利機構的便利性,及加強機構對使命宣言的宣導及溝通,並安排教育訓練,讓管理者及員工提升對使命宣言的認知,另於撰寫使命宣言時應聚焦幾個面向,當確定方向後需清楚的撰寫,不宜過於精簡或冗長,並且同時發展相關管理策略,最後機構應視管理者工作性質、困難程度做工作調整,並建立薪資以外的獎勵制度、工作成就感、合理工作設計,以激勵管理者繼續為單位或機構效忠。
    Senior citizens welfare institution has become the long-term care way which under the social structure vicissitude indispensable, with the expansion of the number of institutions and the number of people, whether in the quality of service, to take care of the recruitment of human and institutional management, there will be fierce competition. Agencies to set a mission statement, and the development of short, medium range operational plan has been listed as the evaluation index, the mission statement is clear writing and content connotation will influence organizational behavior, but about Senior citizens welfare institution mission statement and organizational behavior relationship related empirical studies in Taiwan to pay lacking. This study used mailed questionnaires, mailed to the Southern District 338 long-term care agency heads fill, after three collections, questionnaires will deduct invalid questionnaires, to 111 for the study, recovery of 32.8%. After the 111 agencies to collect information on the mission of the organization's Web site, mission and mission statement, a total of 52 organizations have written mission statement, finally to 52 institutions as the research object of analysis.. Using content analysis, descriptive analysis, chi square test, T test, ANOVA test and multiple regression analysis, understand the senior citizens welfare institution formulate mission statement status; to explore the characteristics of different elderly welfare institutions, managers, whether the web site has a mission statement, the mission statement of the nine elements of the statement and job satisfaction and job performance differences and construct the impact model.The result of this study indicates the senior citizens welfare institution set that the ratio of the web page is not up to 100% ; Mission statement elements of the content of writing a higher proportion of 1. philosophy(94.1%) 2. products or services (70.6%) 3. self-concept (52.9%), there is no written attention to concern ; the higher the level of education, the higher the rate of writing the mission statement; the job satisfaction and job performance of the managers should be different from the average of the average housing rate and the age of the managers; Intrinsic (motivation ) satisfaction is higher than extrinsic(hygiene) satisfaction(4.09>3.85); contextual performance is higher than task performance(4.26>4.20); Intrinsic (motivation ) satisfaction will positively affect task performance and contextual performance, and extrinsic(hygiene) satisfaction will be negatively affected contextual performance. External satisfaction and contextual performance will vary by the total number of items in the mission statement.Put to the above findings, we suggest that senior citizens welfare institution are able to structure web pages, information transparency, to enhance the convenience of the people understand the senior citizens welfare institution. Strengthen the mechanism of mission statement of advocacy and communication, and arrange education and training, so that managers and employees to enhance the awareness of the mission statement. Senior citizens welfare institution to write a mission statement should focus on several oriented, when after determining the direction should be clearly written, should not be too terse or verbose, and, at the same time, the development of management strategies. The final agency shall, depending on the nature of the manager's work, the difficulty of doing the work adjustment, and the establishment of salary incentives outside the system, a sense of accomplishment, a reasonable job design, in order to encourage managers to continue to be loyal to the unit or institution.
