加油站的普及,為民眾帶來生活上莫大的便利,卻因過去經濟發展時,國人對於環境保護的意識及污染防治的觀念尚未成熟,導致後續衍生出的各種環境污染問題。有鑑於此,行政院環保署於89年2月2日公布實施「土壤及地下水污染整治法」(簡稱土污法),並制訂各項管制作為,以要求污染行為人完成場址整治、復育工作。本研究旨在蒐集南臺灣三處因地下儲槽洩漏而造成的土壤及地下水總石油碳氫化合物污染之成功整治案例資料。採用「層級分析法」(Analytic Hierarchy Process, AHP)分析污染場址之整治效益與成本間關聯性,並將影響因子,包括:「污染潛勢評估與調查」、「整治技術設計與規劃」、「整治成效」、「整治時間」及「整治成本」等納入評量項目並予以量化、分析。研究結果顯示,「污染潛勢評估與調查」及「整治技術設計與規劃」等2項,不僅是污染場址整治整體工程影響之主因,亦影響後續整治成效與成本效益。為使後續污染場址整治工程順遂進行,本研究依據案例場址實際操作情形,設計了一份「污染場址整治工程前、中、後風險因子評估表」,期盼未來提供各地區主管機關、事業機關及顧問技術工程公司參考、運用之依據。 As rapid development of economics in Taiwan recently, gas stations were highly concentrated to provide convenience to the people. Due to the less of knowledge of environmental protection and pollution control, the problems of environmental pollution were derivate in succession. "Soil and Groundwater Pollution Remediation Act" was officially announced on Feb 2, 2000 consequently, the relevant regulations were also embarked on establishing in order to address the issue of remediation and control of soil and groundwater pollution.This study collected three cases for total petroleum hydrocarbons (TPHs) contamination of soils and groundwater in leaking underground storage tanks (LUSTs) which had been already remediated in southern Taiwan, the relationship between performance and cost was also evaluated by Analytic Hierarchy Process (AHP) for the remediation of total petroleum hydrocarbons (TPHs) contamination. Several factors which might affect the performance of remediation were quantified and analyzed, including (1) potential evluation and investigation for pollution situation; (2) design and plan of remediation technologies; (3) outcome of pollution remediation; (4) remediation time and (5)remediation cost. The results was shown that the key factors were focused on “potential evaluation and investigation for pollution situation” and “design and plan of remediation technologies”, they were also related with the following outcome and cost of pollution remediation.In order to proceed the following remediation engineering successfully, the design of “risk assessment table of affecting factors for remediation engineering” was set up by the operation on-site in the earlier stage, middle stage or later stage at contaminated sites. This result of this study will provide a referee and application to manage pollution site control, remediation, and monitoring by government, traders and engineering consultants for remediation for of soils and groundwater in Leaking Underground Storage Tanks (LUSTs).
