    Title: 消防救災體系應用於溫泉區適用性之研究

    Abstract: 臺灣地區不斷經歷許多重大天然災害的肆虐,許多位處風景秀麗山區的著名溫泉區,屢屢受到嚴重破壞,許多地方至今仍尚未恢復以往風貌。尤其近年來在許多天然災害事件裡,偏遠地區災難,易造成民眾疏散、避難及搜救過程困難,致災同時更易造成待救人員內心的恐慌。臺南市關子嶺溫泉區位處白河區東側山區,擁有得天獨厚的天然泥漿溫泉,同時群峰環抱,景色宜人,遊玩的旅客日益增多。對於此種可能致災的偏遠地區以及避難收容處所又不多的山區裡,探討防救災體系初期對策的建構更顯重要。本研究以臺南市防救災體系及白河區防救災體系為例,探討評估溫泉區發生災害時,如何彼此整合防救災資源以及相互聯合防災對策,再配合當地救災單位運作,來建置「溫泉區防救災體系模式」。依災害防救法現行體系,可區分為中央、直轄市及縣(市)政府、鄉 (鎮、市、區)公所三個層級,臺南市之體制係以災害防救法等相關法令為基礎而建構。體制下區公所為實施應變處理的最前線,也是最重要的層級。透過本研究探討發現,目前區級災害防救體系功能確實有待改善,地方政府應積極落實相關規定,儘速成立災害防救業務專責單位與人才培養,提昇區層級災害應變中心設備,善用民間資源,並落實社區防災與教育宣導工作,健全災害防救體系,希望本研究對我國溫泉區整體防救災工作,有一定程度的參考價值。
    Taiwan continues to wreak havoc through many major natural disasters, many located in the scenic mountains of the famous spa area, often severely damaged in many places still not been restored in the past style. Especially in recent years in the number of natural disasters in remote areas of disaster, could easily lead people to evacuate, evacuation and rescue process difficult, while causing more flooding and rescue personnel to be the heart of panic. Tainan guanziling spa area located at the east side of the White River area mountains, blessed with natural mud springs, while surrounded by peaks, scenic, visitors play is increasing. For such remote areas as well as possible hazard to construct premises refuge in the mountains and not much to discuss disaster prevention and rescue system is more important early countermeasures.In this study, the anti-disaster system and Baihe Tainan district disaster prevention and rescue system, for example, to explore the spa area of disaster assessment, how to integrate disaster prevention and rescue resources with each other and the mutual joint disaster prevention measures, together with the operation of the local disaster relief units to build "spa area disaster prevention and rescue system mode. "According to the Disaster Prevention and Response Act of existing systems can be divided into central, municipal and county (city) government, township (town, city, district) government three levels, institutional Tainan Department of Disaster Prevention and Relief Act to the basis and other related laws Construction.District office for the implementation of the system under strain forefront processing is the most important level. Through this study, found that the current district-level Disaster Prevention and Response System function really needs to be improved, the local government should actively implement the relevant provisions of the Disaster Prevention business established as soon as possible dedicated units and personnel training, improve district-level disaster response center equipment, use of folk resources, and implement community disaster education advocacy work, improve disaster prevention and rescue system, and hope that this research work on China's overall disaster prevention and rescue spa area, there is a certain degree of reference value.
