依目前法令雖對事業單位安全衛生組織、人員及各級主管之職責有明文之規定，常因雇主對安全衛生管理之重視程度及其現有之管理體制有極大之差異。本研究目的主要探討製造業安全衛生人員及現場主管之安全衛生權責與角色功能及業務分工。研究問卷發放1200份問卷，分為現場主管與安全衛生人員各600份，有效回收率為63.17％。研究結果發現兩者在其扮演角色所具備能力，以執行者、指導者、指揮者角色皆具備相當之能力，亦透露出原本應居幕後從事擬定、規劃安全衛生業務之安全衛生人員，實際上須扮演執行者及指揮者之角色，另發現安全衛生人員在規劃者角色是確實高於現場主管。現場主管及安全衛生人員則在所扮演角色之重要性，以執行者及指導者分別高居首位，而現場主管尚要扮演推動者角色，安全衛生人員則在督導者角色需再著力。且在執行安全衛生管理之具體作為，對現場主管及安全衛生人員皆須擔任協調者角色及督導者角色，表示現場主管及安全衛生人員需共同合作，擔任協調與督導者之角色，而現場主管與安全衛生人員則需分工來擔任推動者、指揮者、指導者及執行者之角色。 According to Article 5-1 of the Labor Safety and Health Organization, Management and Self-inspection Measures, the safety and health staffs shall prepare, plan, oversee and promote the health and safety management businesses, the person in charge of the workplace, and managers at all levels should command, supervise the staffs to execute safety and health management businesses, and coordinate and guide the related staffs to implement the safety and health management. This study focuses on the manufacturing safety and health personnel and the department heads the safety and health responsibilities and role function. The total of 1200 research survey questionnaires were divided into 600 copies each the department heads and the safety and health personnel, the effective rate of 63.17%. The department heads and health and safety staffs need play the "Producer Role ", "Mentor Role" and "Director Role ", separately. Also revealing scenes were supposed to be living in the formulation, safety and health personnel of the safety and health plan business, in fact, have to play the "Producer Role" and "Director Role". Another found that safety and health officer role is indeed higher than "Planners Role" the department heads. The department heads and safety and health supervisor and staff of the importance in the role need play the "Producer Role" and "Mentor Role" ranked first. The department heads needs to play a "Facilitator Role" safety and health personnel need to "Monitor Role" re-focus on the role. It revealed that the department heads and health and safety staffs need to play the "coordinator Role" and "Monitor Roles ".The department heads and health and safety staffs need play the "Facilitator Role", "Director role","Mentor role" and Producer Role, separately.
