| 摘要: | 本論文旨在研究臺南市政府勞工局安全衛生業務推動績效，盤點內外部資源，擬定具體策略，以防止職業災害發生，保障工作者安全健康。本研究使用個案研究法，進行相關文獻、次級資料、機關檔案分析整理，劃定個案機關業務範疇，進而針對安全衛生業務議題訪談相關專家，藉由態勢分析、服務導向政府平衡計分卡模型等管理工具，於確立個案機關使命與願景後經策略形成系統，找出個案機關安全衛生業務推動四構面之推動策略及其衡量指標共26項，並就個案機關2014年職業安全衛生教育訓練、安全衛生法令宣導、勞工教育、勞工健康保護及健檢機構管理、安全衛生防災訪視輔導團、安衛家族等業務辦理情形進行探討，發現個案機關在公共服務能力構面績效良好；本研究亦提供中央主管機關、勞動檢查機構、個案機關、相關政府機關、工會、事業單位在勞工健康檢查、職業安全衛生教育訓練等業務之建議事項。平衡計分卡能幫助組織澄清願景，規劃行動方案，建立衡量指標，並達成政府機關所欲提供民眾之價值。
The research is aim to study the performance on the occupational safety and health (OSH) affairs of Bureau of Labor Affairs, Tainan City Government (BLA). Through auditing internal and external resources, the research blueprints concrete strategies to protect the safety and health of workers and to prevent the occurrence of occupational accidents. The research uses case study method, surveys relevant references, analyzes and arranges secondary data and files of the bureau, decides the range of the affairs, and then interviews professionals on OSH issues, applies management tools like SWOT and service-oriented Balanced Scoredcard of government. After determining the mission and vision of BLA, the study finds 26 items both for strategies and the measurement of the four dimensions on the OSH affairs through the strategy-forming system. The research also discusses the existing situation of the affairs about OSH education and training, OSH regulation promotion, labor education, protection of labor health, supervision of the institutes of labor health examination, OSH on-site consultation, and the family of safety and health, etc. The research finds that BLA achieves fine performance in the dimension of public service ability. Finally, the research proposes practical suggestions on the issues of labor health examination, OSH education and training, and relevant affairs to central authorities, inspection institute, BLA, relevant authorities, the trade unions, and business units. Balanced Scorecard can assist the organization to clarify its vision, plan action program, establish measurement index, and achieve the value that the government want to offer citizens. |
