    Title: 營造作業場所護欄之防墜性能探討
    Prevent Falling Performance of Guardrails in the Construction

    Abstract: 臺灣現行的安全衛生法令對於墜落防止有訂定多項規範,其中最主要且有效保護勞工之項目即為護欄設置規定,本文為了探討我國護欄之安全性能及設置情況,以南部地區各營造工地為研究對象。首先根據行政院勞工委員會之人體計測資料,推估出護欄設置高度與承受強度之建議數值,再以問卷的方式調查營造業勞工對護欄的認知,推估及調查資料可以作為營造安全衛生相關法令訂定及護欄設置之參考。本研究推估結果分為二個部分,第一部分為護欄高度與護欄強度的建議值,依據我國95%以上男性之身高,推估出安全護欄高度的建議值應達100.5公分以上,而問卷調查結果顯示,營造業勞工普遍認為護欄高度應達100公分,推估值與勞工的認知落差不大。在護欄強度方面,先以台灣95%以上男性體重之值81.99公斤為依據,再以人體傾斜角度所造成之力推算,其建議值為73.18公斤,與現有的法令規範無明顯差異。第二部分則調查勞工是否因接受過勞安訓練課程,進而對護欄安全規範有認同度,結果顯示,具有勞工安全衛生相關證照者,對於護欄設置規定的認同比例皆大於未具有勞安相關證照者。
    Taiwan presently safe and hygiene constitution have many standard to prevent fall, the most main and effective constitution for protect worker is to set up the guardrails. This article wants to confer of the guardrails functions and set up condition in our country, the object of study is construction work place in south area. The first, according to the anthropometry of Council of Labor Affairs, Estimate the suggestion data of guardrails height and acceptance strength. The second, With the questionnaire survey construction industry worker to cognition that guardrails, Estimate and survey data can be reference, for construct a safe and hygiene ordinance establishment and guardrails constitution. This research result has two parts, The first parts is to suggest data for guardrails height and guardrails strength. The height of basis above 95% male of our country, Estimate guardrails height of suggestion data should be 100.5 cms and upward, And the questionnaire result show, The construction industry worker thinks guardrails height should 100 cms, Estimate data and worker to think is close. In the aspects of guardrails strength, The first, Use above 95% male weight of 81.99 kilogram as a basis, The second, to calculate the body bring power when the body tilted, Suggest the data as 73.18 kilograms, to compare presently constitution haven't obvious difference. The second parts is survey of whether the worker took a training course in safe and hygiene, and identified with construction industry to set up the guardrails, the result show, the worker has related certificate in safe and hygiene, identified with guardrails standard rate height compared with the worker has no related certificate in safe and hygiene.
