    摘要: 全球能源持續高漲和全球暖化問題,節能減碳已不再是宣導的口號;從能源局的節能案例統計,醫院著手改善照明的家數越來越多,結果顯示得之照明改善所達成的效益,均可反應在照明省能與電費成本上。然而醫院面對醫療健保制度與健保財政緊縮下,面臨高能源價格和低碳電力的時代,合理提升能源效率與降低電費為任何醫療機構之執行目標,在開源有限之下與各項費用的節省,更是醫院生存競爭中必要之措施。
    從本研究統計結果醫院的照明設備仍有77%還是傳統照明燈管,並占全院總照明功率的81.2%,在高能源時代開源節流已成趨勢,醫院要降低電費成本就要落實節能減碳,並配合政府政策降低碳排放量之目標。研究統計汰換醫院目前傳統燈管採用LED照明燈管,每年可節省用電度數達1,287,684度、年節省的電費3,129,072元(每度2.43元計算),並可減少碳排放量802,227公斤等效益。然而LED 的節能效率眾所皆知,尤其是醫院24小時公共區域,亮燈時間越長在省電的成本效益上越明顯,因此在LED照明投資方案上,可選擇採用委外服務租賃燈管方式,醫院不用支出高額建置費,就能大幅降低電力費用與達成節能減碳之最高效益。
    為能讓後代子孫快樂的住在美麗的綠色地球,節能減碳已成為每個人的責任。提升民眾對醫院之社會責任映像,建立教育與示範節能減碳的正面形象來得到民眾對醫院之信任。未來可建立長期電力監控與環境之照明檢測,才能發現何處有改善空間、評估設備損耗以提出改善計畫達節能省電之成效。並訂定出節能目標與措施,達到能源、經濟及環境永續發展的目標,加強節約能源推廣與宣導,並落實醫院節省能源的共識而努力。
    As the price of using energy continues to rise and the global warming issue, energy conservation and carbon reduction is no longer a propaganda slogan. With more and more hospitals begin to improve the lighting system, a statistic figure of energy-saving study conducted by the Bureau of Energy indicates that the benefit of doing so can be found both on energy-saving and electricity cost. During the time of facing the pressure of high energy price and the necessity of using low-carbon electricity, hospitals are also facing the problems of National Health Insurance (NHI) system and the NHI finance restraining. Thus, to raise the energy efficiency in order to reduce electricity bills has become one of the necessary measures for every medical institution, particularly, under the circumstances of struggling with limited sources.
    This study is to assess a selected teaching hospital’s energy-saving efficiency by applying LED lighting equipments. From the statistics of the results of this study, the traditional lighting lamps still take 77% of lighting equipments which is 81.2% of the total lighting power in the hospital. However, to broaden sources of income and reduce expenditure has become a trend in the era of high priced energy. The hospital would have to implement the energy-saving in order to reduce the cost of electricity and to match up with the government policy of reducing carbon emissions targets. The statistics of using LED lamps to replace traditional lamps, LED lights can save up to 1,287,684 degrees of kilowatt, NT$3,129,072 (NT$2.43 per kWh), and reducing carbon emissions by 802,227 kg annually. Especially, there are public areas in the hospital that require 24-7 lighting, such as ER, the cost efficiency would be more distinct on energy saving. As for the LED lighting investment program, the hospital can consider the option of outsourcing services by leasing LED lamps instead of buying them. Therefore, it would significantly reduce electricity cost and maximize energy saving along with carbon reduction.
    Establishing long term power monitoring and environment lighting detection in the future to discover where there is room for improvement, assess equipment loss in order to make improving proposals for energy saving efficiency. For allowing the future generations to live happily on our beautiful Earth, saving energy and reducing carbon have become everyone’s responsibility. By formulating the energy saving target and measures to achieve the goal of sustainable development of energy, economy, and environment in order to enhance the public image of social responsibility of the hospital, the establishment of education and demonstration of a positive image on saving energy and reducing carbon, and to improve public’s trust to the hospital. The hospital shall strengthen energy conservation promotion, advocacy, and also make the effort on implementation of hospital’s policies of energy saving.
