    摘要: 本論文以永續發展為前提,提升整體觀光產業發展為原則。透過各項數據資料收集了解旅客行為模式及需求,並整合溫泉整體環境資源做出分析探討,藉以了解台南市關子嶺溫泉區資源在旅客需求量大增下是否可達到平衡。根據交通部觀光局資料顯示關子嶺溫泉區每年遊客數大幅增加,又發現關子嶺溫泉區平日、假日高峰、低峰和淡旺季落差極大,由此可知遊客分佈量不均。而國內遊客再加上開放大陸觀光高度成長已使得關子嶺溫泉區在溫泉資源經營管理上更加惡化。溫泉是屬於國家資源的水資源須要能永續的保育和管理,除了對溫泉區本身水量取用能有效監控管理之外,如何在符合法規下讓經營成本及管理達到遊客滿意及業者最大利益就是本論文可提出研究及建議讓供給面與需求面達到平衡的地方。

    有鑑於此,本研究以台南市中最接近於高速公路的泥漿溫泉區「關子嶺」為研究對象,希望以科學的方法,在合乎溫泉法及天然環境資源等原則下,利用過去所建立旅客旅遊行為模式與遊憩需求分析問卷、旅館經營模式、交通模式以及其他的溫泉相關等模式,利用電腦的模擬計算,以現有數據模擬出符合現況模式,由此可驗證此研究方法可信度,後再改變這些相關模式參數,以模擬出遊客來源及人數和改善溫泉低峰使用時段為目標,並持續做參數改變,實現旅客來源與消費行為時段的均質分佈化,實現關子嶺溫泉抹平淡旺季並達到最佳遊客量的最佳模式。換言之,基於最小環境影響度和最大利益的經營管理條件,找出最佳的改善及經營模式。而希望本論文之研究方法及研究結果能克服一般溫泉區經營管理條件下的不足,在最花費最少的金錢,時間,風險下提供有效的行銷策略,供政府民間規劃參考方向,同時也讓溫泉資源在永續及保育範圍內,及提升整體溫泉產業之經營效益。
    Abstract
    This thesis is under the premise of sustainable development, find escalating overall tourism industry as principles. Make the analysis discussed in order to understand how the resources of the Tainan GuanZiLing hot spring area in the tourists surge in demand can be balanced through the data collection by understanding tourists’ behavior patterns and needs, and integrate the resources of hot springs overall environment. According to the Tourism Bureau, Ministry of Transportation data show that the hot spring area in GuanZiLing’s substantially increased in great number of tourists each year, yet found the immense drop between the high, low peak for the weekdays, holidays in hot ,off seasons.
    As a result, visitors to the distribution of the amount are uneven. Domestic tourists coupled with the mainland ones unlock the high growth even worsen the Hot Springs resource management. Hot Springs is the water resources belonging to national resources needed to tact with sustainable conservation and management, providing access to effective monitoring and management is essential and crucial, and how the operating costs and both of management of visitor satisfaction and the best interests of the industry conform to regulations will be made to probe and recommend for the supply side and demand side to achieve balance in this thesis.
    Moreover, the closest highway mud hot spring area GuanZiLing has been chosen as the research object. Hoping the scientific method, in line with the Hot Spring Act and the natural environment resources as the principle, Compiling tourist patterns of behavior, recreation needs from analysis questionnaire, the hotel business model, the mode of transportation as well as other hot springs related models. By using computer simulation to simulate the existing data in line with the current situation model, which verified the credibility of this research method, and then to change these relevant parameters. In simulation of tourist sources, numbers and improve the hot springs low peak use hours as the goal, and continued to do parameter changes to achieve homogeneous distribution of tourist sources and behavior periods. To minimize the extreme drop during the peak hours while maximizing the tourists as best model. In other words, the frame that based on minimum environmental impact, and the best interests of management conditions, to identify the best improvement and business model. Also in hope of the research findings in this thesis can overcome the deficiencies on the management conditions of the hot spring area, With minimum of cost, time, risk, providing an effective marketing strategy for governments in civil planning, directions, keep the hot springs resources within sustainable development and conservation scope then enhance the operating efficiency of the Hot Spring industry as a whole.
