本研究為因應行政院原住民族會提出位原住民族地區溫泉發展之全面性定位,促使原住民族地區得以憑藉本研究之分析而確立先後推動之程序,是故整體計畫自各溫泉之開發事宜性分析、溫泉分類、市場分析等來建立各溫泉之定位及發展順序,並提出示範區域之選擇與其發展構想作為後續相關研究之參考。
本研究以層級分析法(AHP),並輔以專家學者研究法,運用現場調查及蒐集各地原住民族地區溫泉相關資料及市場發展之優劣,綜合歸納篩選適合之評估因子,包括:「現有景觀產業豐富性」、「現有溫泉資源條件」、「區位適宜性與區位條件」、「溫泉法或其他相關法規的限制」、「經營主體執行能力與居民配合意願」、「經濟效益評估」等六項指標。
本研究成果選出三處優先開發之建議原住民族溫泉示範區,包括:新竹縣五峰鄉清泉溫泉–大眾型、屏東縣牡丹鄉旭海溫泉–精緻型、宜蘭縣南澳鄉碧候溫泉–探秘型,可做為原住民族地區溫泉發展中長程計畫之業管人員政策執行之定性及定量科學依據。 In accordance with the issue of positioning for developing the indigenous region hot springs which brought up by the Council of Indigenous Peoples, Executive Yuan; the result of this research is allowed the indigenous regions to set up the sequence before implementation. This research is focus on the suitability analysis, category of hot springs and market analysis to establish the positioning and the developing sequences of every individual hot springs, moreover, to bring up the concept of demonstration areas for further reference and future related follow up research.
In this research, the Analytic Hierarchy Process is used in company with the Expert and Field Survey to collect all indigenous region hot springs related information and the strength and weakness of the market development and finally concludes the suitable evaluation factors, which include: “Richness of the current landscape”, “Current conditions of the hot spring resources”, “Location suitability and area conditions”, “Hot Spring Law and other related regulations”, “The execution ability of the management organization and the willingness of the residence”, “ Evaluation on the economic effectiveness”.
This research suggests developing three priority indigenous region hot springs as the demonstration areas, which include Qingqiuan hot spring inWufeng, Hsinchu County - mass population type; Syuhai hot spring in Mudan, Pingtung County - refined type; Bihou hot spring in Nanao, Ilan County – Exploration type. The demonstration areas allow the management obtaining the scientific references in terms of qualitative and quantitative analysis for the indigenous region hot springs in the long term.
