校園安全管理惟須全員共同參與,提高校園安全危機意識,發揮安全管理的精神,提供安全學習環境已為基本要求。本研究在探討各級學校風險管理的認知與策略,瞭解校園共同面臨的風險現況,將風險觀念融入校園安全工作之中,期能提昇校園安全的工作成效。因此,如何強化校園危機管理的認知,此乃研究者研究動機。本研究採取文獻分析、校安工作人員深度訪談等研究方法,針對校園風險管理之相關學術報告、文獻進行搜集及分析摘要之工作,並運用訪談調查及對各級校園安全實務工作人員進行深度訪談,透過整理、鑑別、分析、歸納等系統化過程,瞭解現行各級學校風險管理的實施現況,獲致之結果如下:
(1)分析各級學校校園安全高風險事項
(2)鑑別校園安全危機處理困境與應變策略。
(3)建構校園危機管理組織與標準作業流程。
分別針對學校教學與行政單位,風險管理機制等面向提出相關的建議,期能全方位提昇未來各級學校在校園風險管理方面的表現。 The core value of the school factuality should be focusing on the safety of the students by ensuring thesecure campus, proving theclean learning environment, and the safety of its students during disasters. This study analyzesseveralschools’ risk management strategies and common issues they werefacing and provides better understanding of potential risk and management.The result of the study should greatly strengthen the risk management process of schools and it’s the main purposeof this study.By gathering and analyzing the current literatures aboutcampus risk management and interviewingthe school security staffs in depth, this paperresults inthree aspects as follows:
1. It analyzesthe highrisk issues of schools at all levels.
2. It identifiesthe obstacles of crisis managementandresponse strategieson campus.
3. It constructstheorganizationandtheStandard Operating Procedure(SOP) of the campuscrisismanagement.
Finally, the study provides the suggestionsof the risk management for teachingandadministrative divisions of schools to improvethe performanceofschools at all levelson campusrisk management.
