在現今對於人權與生命日益重視的時刻,從歷年職業災害統計數據顯示雖然最初降災有些成效,但近年來職災數據卻無法持續降低,降災已面臨瓶頸,如何突破現有狀況為首要改善目標。面對產生的問題,經常使用解決方法為集思廣益的腦力激盪方式,需要多人參與一同完成,問題解決過程需花費較長時間,而且參與的人員也必須有一定的專業知識背景,才能勝任提供改善建議的工作;當專業知識不足,提供改善建議能力容易遇到障礙。
本研究的目的是為了協助當人員專業知識及背景經驗不足時,在問題解決過程中需要花費較長時間的狀況,希望藉由具有系統性的思考邏輯方法,來提供人員可以更快速取得建議解決方案。本研究蒐集國內全產業的職業災害事故,分析整合發生原因,參考發明問題解決理論(TRIZ)中的矛盾矩陣表,依職業安全語彙,將TRIZ工程參數重新定義,建置「職業災害參數定義表」;並由分析職災案例的經驗,依職業災害類型,訂定「職業災害參數選用建議表」,再彙整成「職業災害矛盾矩陣表」。另考量職業災害參數的情況,整理歸納建構「防止職業災害發明原則表」,最後進一步將研究成果以Visual Basic軟體,撰寫成「職業災害事故創新預防工具」,藉由軟體化讓使用者可以更方便的應用,快速取得解決職業災害問題的方案,達到降災的目的。 At the moment of growing emphasis on human rights and lives, the statistics of occupational accidents over the years show occupational injury rate cannot continue decreasing in recent years although it declined initially. Lowering the disasters has been facing the bottleneck, and the primary target for improvement is to break through the current status. Usually, problems are resolved by brainstorming, but they require many people involved and take a long time. The participants must have a certain background of expertise to be qualified to provide proposals for improvement. When the professional knowledge is insufficient, it is very difficult to provide feasible suggestions for improvement.
The purpose of this study is to assist people in more quickly obtaining the recommended solutions by the systematical method instead of consuming a lot of time due to lack of expertise and experience. This study gathered the cases of occupational accidents in the whole industries of Taiwan, and then analyzed and integrated their causes. Referring to the contradiction matrix of Theory of Inventive Problem Solving (TRIZ), the engineering parameters were redefined based on occupational safety vocabularies and “Occupational Accident Parameters Definition Table” was designated first. According to the analysis experience of occupational accidents, ”Occupational Accident Parameters Recommendation Table” was established, and then “Occupational Accident Contradiction Matrix” was proposed. Considering the conditions of occupational accident parameters, “Preventing Occupational Accident Inventive Principle Table” was recommended finally. Further, the research results of the study were programmed a computer-aided tool by the Visual Basic software, named “Occupational Accidents Innovative Tool”. The software-based tool can help users more easily and rapidly access to overcome obstacles and gain innovative schemes to achieve the goal of reducing occupational accidents.
