溫泉是國家的天然珍貴水資源,為提昇水資源利用價值,並使開發與保育並顧,依據溫泉法第十九條規定:溫泉取供事業或溫泉使用事業應裝置計量設備,裝置溫泉計量設備將得以做為未來溫泉收費之依據。因此溫泉取供業者應依規定申請登記水權,依使用量支付費用,落實使用者付費原則,並限制用水需求確保公平的分配資源共享,以達到永續利用原則。
本研究針對不同溫泉泉質、計量設備特性、計量設備建置成本與國內外溫泉水量量測案例研究探討溫泉計量設備設置原則。此外,除了現有的計量設備量測溫泉流量之外,還可依據其他間接的方式來量測泉量,如管徑及以次計量方式。另外並針對突發狀況(如流量計損壞等)或不適裝設任何流量計之溫泉地區計量方式,訂定估算或概算經驗公式,可提供未來縣市政府執行溫泉使用費徵收與溫泉取供事業選擇溫泉計量設備之參考。 Hot spring water is a national and valuable water resource in Taiwan. According to the article 19 of the hot spring water act: Hot spring licensees and proprietors shall install measuring equipment and report to the authority-in-charge every half-year of seasonal volume extracted, temperatures, usage, and other pertinent information for future reference. The aim of the article is to help conserve and sustain the use of hot spring. Base on the principle of user pay, the hot spring licensees should pay the hot spring usage fees.
In this study, the installation principles of hot spring flow meter flow meter for different types of hot spring were discussed. The features and prime cost for different flow meters were also investigated. Besides flow meter, other measuring methods such as empirical formula, tube diameter and power consumption were also investigated in this study. This study developed the flow meter selection guide for future references to hot spring licensees, and suggested that prior to obligating flow meter installation the regulations regarding management of hot spring licensees must be finalized.
