社區不但是空間場域的概念，亦具有高度意識型態的屬性；社區營造的深度，往往扮演推動國家公共政策的關鍵角色。鑑於社區為國家發展的重要基礎，近年來，我國政府各部門積極協助基層社區營造的推動工作，在民間社區、外部專業團體與政府公部門的努力下，社區多元營造成果亦逐漸擴散於基層角落，而績優社區必有其成功且令其他社區學習的因素；爰此，本研究探討彰化縣鹿港鎮南勢社區成功發展之模式，以環境品質、產業發展及醫療福利觀點切入討論，並就三面向之關聯及影響歸結出南勢社區營造成功之要素。
其結果顯示，南勢社區環境品質、產業發展與社區醫療福利的平均正向觀感滿意度為八成，而最高滿意度的環境面向係因其為營造開端且有後續維護機制；交互影響分析正向觀感認同度介於92％與87％之間，其中產業發展對醫療福利影響認同度最高，產業發展對環境品質影響認同度最低；交互影響分析正向觀感認同度皆高於單一面向正向觀感之滿意度，顯示社區營造為多面向之屬性，多面向間存在合作且互利之關連性。南勢社區居民對其認同感持正向觀感之比例高達93％，主要原因為南勢社區多面向均衡發展與組織動員力。 Community is not only the concept of space field, but also highly ideological feature. Community empowerment plays a very important role in implementing the public policy issues. In view of the importance of community empowerment, Taiwan government has actively assisted in promoting the community development. Owing to the efforts by different groups, successful experiences in diverse community empowerment have spread into every corner of Taiwan, The successful case of Nanshi community in Changhua County is systematically investigated in terms of environmental quality, economic development and medical care. The single and mutual aspects of three factors are analyzed.
Regarding the positive satisfaction of single aspect, the overall satisfaction is almost eighty percent. Due to the commencement of development and subsequent management, environmental quality gains the highest satisfaction among three factors. In terms of the mutual interaction between three factors, the overall positive recognitions are from ninety-two percent to eighty-seven percent. The effect of community economic development on medical cares achieves the highest recognition. On the contrary, the effect of community economic development on environmental quality achieves the lowest recognition. The satisfaction of mutual aspects is generally higher than single aspect. It indicates community empowerment is basically regarded as a diverse module. The highly positive recognition expresses the various development and strong participation.
