    Title: 應用3S技術進行溫泉區取供事業營運管理系統建置之初探--以台南縣關子嶺溫泉區為例

    Abstract: 溫泉為國家的天然資源,為溫泉保育及永續利用,依據溫泉法第十一條,即對未來溫泉使用訂定明確的使用者付費機制規定,主管機關應向溫泉取供事業或個人徵收溫泉使用費,除支付管理費用外,應專供溫泉資源保育、管理、國際交流及溫泉區公共設施之相關用途使用。惟目前所有溫泉區業者仍處於觀望態度,從法令頒佈施行至今已有八年,未依法申請取得經濟部水權狀的廠商為多,依溫泉法之落實推動溫泉區的使用者者付費之理想,實在遙遙無期。若依取供事業申設流程規定,取供事業經營者除了需有營利事業登記外,尚須取得土地權屬與水權狀,方能進行溫泉區開發許可申請並完成溫泉開發,取得溫泉區經營許可。為此,取供事業的經營必須有一套嚴謹且科學的管理體系,否則對溫泉區旅館業者將產生不公平的待遇,產生溫泉業者在水質、水量與收費上的管理漏洞。
    本研究應用3S技術,初為溫泉露頭的衛星定位(GPS),進行可視化的露頭、管線與用戶端空間配置(RS),建置溫泉井與露頭水質、水量監控資訊,整合具空間分佈特性之地理資料(GIS)。本研究以關子嶺溫泉區作為示範區,遵循『溫泉法』中對『取供事業』經營的規範,建置一套溫泉區公平、有效且嚴謹的泉源管理系統,提供政府相關管理單位落實溫泉區取供事業營運管理之示範參考,且整合多元圖像資料及系統功能,亦可提供作為區域發展規劃及管理決策之重要系統。
    For natural preservation and sustainable utilization, the future hot spring users are requested to stipulate payment according to the Article 11 of Hot Spring Act. The competent authority should impose the hot spring undertakings or individuals for the use fee. Besides for administrative expenses, the tax revenues are specifically for the uses of resource preservation, management, international exchange, and public facilities. While all the industry runners still keep a wait-and-see attitude at present. Although the Act has been promulgated and enforced so far for nearly 8 years, only few manufacturers have applied for the Economic Department Water Right Form in accordance with the law. Due to the large quantities of underground well without obtaining right form of legal water, the ideal of implementation of user-pays in hot spring area seems not within a foreseeable future. According to the applying procedures, the undertakings are requested to obtain not only commercial registration but land and water right. The runners are not permitted to carry on any hot spring area development until all the legal application has been finished. For this reason, a set of rigorous and scientific management system is essential for the undertakings. Otherwise, any unfair treatment to the lodging industry of hot spring area may be produced; for instance, the industry runners may have different standard on water quality and water yield.
    This research adopts 3S technology. Firstly, we search for the hot spring position by using satellite (GPS). Next, we carry on visual appearance to dispose the space of pipeline and user (RS). Then, we establish the well of hot spring and control information of water quality and water yield with, combining the geographical materials with geographic characteristics(GIS). The pioneering study is set in Guanzihling Hot Spring Area.As the demonstration area, The Guanzihling Hot Spring Area follows the norm of " Covenient To Share Rsources " in The Hot Spring Act and sets up a fair, effective, and exact system for hot spring industry. The administrative system is expected to play a consultant role in the government management. Trough combination of the pictures and system function, the study will also be an important system in regional development plan and of administrative decision.
