In 1982, biotechnology was regarded as one of eight key technologies by our government. To promote the bioindustry in our country efficiently, we have chosen an integrated research and development (R&D) approach. All the R&D activities are divided into three level, such as up-stream, mid-stream and down-stream. In the up-stream, scientists from Universities and Academia Sinica are teamed up to conduct basic research and the results of their work will be transferred to the mid-stream, the Development Center for Biotechnology (DCB), for further processdevelopment. When the industrial processes are successfully developed, the product will be licensed to the down-stream, manufacturers for commercial production. The purpose of this study was to explore the existing role and improving direction of DCB in our biotechnology transfer system.
