我國於民國七十一年將生物技術列為八大重點科技之一,為了在國內有效推動生物科技工業,政府遂規劃建立了研究、發展與生產的上、中、下游分工體系,並由行政院國家科學委員會負責推動及協調各部、會,擬定生物技術推動方案,更於民國七十三年成立國內唯一的生物技術中游開發的專業機構---財團法人生物技術開發中心,作為學術界與工業界的橋樑,使研究、發展與生產三者相銜接。本文旨在探討財團法人生物技術開發中心在我國生物技術移轉體系中之角色現況及改善方向。 In 1982, biotechnology was regarded as one of eight key technologies by our government. To promote the bioindustry in our country efficiently, we have chosen an integrated research and development (R&D) approach. All the R&D activities are divided into three level, such as up-stream, mid-stream and down-stream. In the up-stream, scientists from Universities and Academia Sinica are teamed up to conduct basic research and the results of their work will be transferred to the mid-stream, the Development Center for Biotechnology (DCB), for further processdevelopment. When the industrial processes are successfully developed, the product will be licensed to the down-stream, manufacturers for commercial production. The purpose of this study was to explore the existing role and improving direction of DCB in our biotechnology transfer system.
