    Title: 金屬基本工業之職業安全衛生管理系統化研究
    A Study on Systematic Management of Occupational Safety and Health in Metal Basic Industry

    Abstract: 行政院勞工安全衛生委員會爲激勵及引導企業將安全衛生管理內化為企業營運管理之一環,逐步邁向系統化之職業安全衛生管理制度發展,遂於2007年8月13日發布整合「職業安全衛生管理系統指引(ILO-OSH:2001)」及「職業安全衛生管理系統(OHSAS 18001:2007)」,且符合國情之「台灣職業安全衛生管理系統指引(TOSHMS指引)」,並於同年12月發布「台灣職業安全衛生管理系統驗證規範(TOSHMS驗證規範)」與「台灣職業安全衛生管理系統指導綱領(TOSHMS指導綱領)」,接著於2008年4月30日發布「台灣職業安全衛生管理系統驗證指導要點(TOSHMS驗證指導要點)」,另於2009年4月14日修正之,其目的在於加速推動與國際接軌之台灣職業安全衛生管理系統(TOSHMS)驗證機制,提昇我國產業安全管理水準與國際競爭力。
    本研究藉由相關文獻,探討職業安全衛生管理系統之演進、應用,及職業安全衛生管理績效之評估、應用,並以3家金屬基本工業為研究對象。有關「安全衛生認知調查」部份,建制前平均答對題數為11.646題,驗證前平均答對題數為14.262題,答對題數之提升比率為+13.1%,顯示輔導後有顯著的提升;有關「安全衛生設施改善」部份,列為目標、管理方案計34項進行對應改善,並利用績效評核,持續檢討其控制效果;有關「發展安全觀察制度」部份,可得知整體之安全行為提升比率為23.5%。
    Council of labor affair (abbreviation CLA) wants to inspire and conduct enterprises for taking the safety and health management into their business management configuration, and gradually toward the development of occupational safety and health management system. So CLA announced the “Guideline of Taiwan Occupational Safety and Health Management System, TOSHMS” in August 13, 2007 that was a integration of the “Occupational Safety and Health Management System Guideline (ILO-OSH:2001)”and the “Occupational Safety and Health Management System (OHSAS 18001:2007)”. In the same year, the “Taiwan Occupational Safety and Health Management System Certification Guideline”and “Taiwan Occupational Safety and Health Management System Guideline for the Implementation” were announced. The “Taiwan Occupational Safety and Health Management System Certification Guide Essential” was announced in April 30, 2008 and revised in April 14, 2009. All the purpose of the government action was to accelerate “Taiwan Occupational Safety and Healthy Management System” certification mechanism, and to elevate our country industrial safety management level and international competitive ability.
    Related references were used to the evolution and application of occupational safety and health management system, and the performance evaluation and application of the occupational safety and health management. We choose three metal basic industrial companies as the research object. In the “safety and health awareness inspection”, the average correct score before establishing was 11.646 questions and before certification was 14.262 questions. The correct score rate was enhanced by 13.1%. So the improvement in the safety and health awareness inspection was obviously. In the “safety and health installation improvement”, there illegal items will be transferred into 34 major checking point, these items until the required performance achieved. In the “safety observation system”, the rate of comprehsnsive cutting and slitting operation safety behavior enhanced by 23.5%.
