    Title: 嘉義縣社區發展工作之績效評析

    Abstract: 本文係有鑒於目前社區正面臨殊多問題與需求,對政府輔助社區經費是否達到預期效益,人力的運用方面是否須再強化或訓練,居民之反應是否完成社區問題之解決或需求,社區組織再造及功能是否真正發揮,縣(市)政府社區營造工作團隊縱橫聯繫是否綿密協調,社區法令之修正帶動社區特色之轉型等以及社區未來之走向和發展等問題之存在,遂選擇近年來推動社區發展之工作不遺餘力之嘉義縣,就該縣處理上述各項問題及其推展社區發展工作績效作--評估,並藉以探討未來社區發展之方向,以為政府決策者研擬社區發展政策之參考。本文發現嘉義縣在推動社區發展工作上仍有諸多尚待改進之處。提出數點建議,冀望嘉義縣社區發展工作未來能朝向以下幾點努力:
    一、加強推行社會福利社區化,確保福利服務落實於基層。
    二、加強輔導社區發展協會,健全社區組織,以發揮組織功能。
    三、加強推動社區精神倫理建設,充實社區居民精神生活內涵培養富有好禮價值觀。
    四、加速社區專業人力之培育,並使之系統化與永續化,以提昇專業服務品質。
    五、建立社區自主運作,且永續經營之社區營造模式,結合民問力量及運用在地資源,發展地方產業特色,促進地方經濟發展。
    he aim of this paper is to exam the problems and needs of current communities , such as whether the government’s support and funding have reached their expected goals , whether there is a need to further improve the workforce , whether residents’ feedback indicates satisfactory solutions to their needs and problems , whether the functions of community organizations and rebuild are truly functioning , whether there is close communication and cooperation among all the local governments’ management teams , whether the amendments to community by - laws have incurred changes in the uniqueness as well as future development of the communities . To use as an example , this author has selected Chiayi County , which , in recent years has made tremendous efforts to promote community improvement . Based on the guidelines stated above , this paper will assess Chiayi County’s community performance and in turn will provide the government’s decision makers with propositions regarding future improvements . This paper has found that despite all the hard work that Chiayi County has put forth , there is still a lot left to be desired . The following are suggestions that Chiayl County should take into account when it puts its community development on the subsequent drawing boar:
    ( l ) Strengthen the social welfare of the community to ensure the implementation of welfare services in the grass roots .
    ( 2 ) Improve supports to Community Development Association and strengthen
    community – based organizations in order for them to achieve optimum function .
    ( 3 ) Promote community residents’ sense of ethics and cultivate a healthy life style 。‘
    ( 4 ) Utilize volunteer services and training more effectively in order to quicken the pace of each community’s self - assistance .
    ( 5 ) The establishment of autonomous operation of the community , and the business community to create a sustainable model , combined with non – governmental forces and the use of land resources in the development of local industry characteristics , stressed that residents living close to the community , in the manner provided in the services , to create the employment opportunities and promote local Economic development .
