Abstract:	近年來因應觀光客對自然生態與文化傳統的消費需求，加上追求新鮮、與縱不同的旅遊方式，近年來環境意識抬頭等因素，民宿與永續觀光的結合，已成為觀光休閒的發展趨勢。雖政府有制訂相關之民宿政策與法令，但由於民宿的蓬勃發展，逐漸成為商業化的經營，造成嚴重的氾濫，更因民宿管理辦法不管在執行或法令上欠缺完善的制度及嚴格執行的法令，導致衍生出未來民宿與當地環境相融合問題。本文從檢討現有政策、制度與法令為出發點，結合當地民宿業者之意見，在兼具環境意識與民宿的經營，探究如何結合生態旅遊的方式，促使民宿能永續發展。本研究結論為：政府應參酌民宿設置先進國家對民宿之相關規範，檢討現有制度法令不周詳之處，並斷然執行現存不合法民宿業者。此外，應以承載量之方式，總量管制民宿之發展，兼具保育自然及人文等觀光資源，保障台法民宿經營權利，促使生態旅遊能與民宿相結合，促成台灣民宿的永續發展，使台灣島成為生態旅遊的觀光勝地。 In recent years should tourist to the natural ecosystem and the culture traditional consumption need, plus to pursue fresh, the tour method of the out of the ordinary, and the modern environment consciousness raise head. factor, the hostel and lasting make sight-seeing trip of combine, have already become sightseeing recreation of development trend. Although the government has already established related of the hostel policy and ordinance, become a commercial management gradually because of the booming development of the hostel, cause serious deluge, more because the hostel management way lacks perfect system in carrying out or ordinance in spite of and strictly carry out of ordinance, the problem for causing to spread out in the future the hostel and local environment to blend mutually. This text from examine the existing policy, system and ordinance as point of departure, combine the opinion of the local hostel operator, at and have the environment consciousness and the management of the hostel, investigate how combine the way of the ecosystem tour, urge the hostel ability lasting development. This research conclusion is: The government should consult and deliberate the hostel constitution advanced countries to the related standard of the hostel, examining not detailed and complete of existing system ordinance, and carrying out an existing illegal hostel operator positively. In addition to in addition, should with load the way of the quantity, the total amount controls the development of the hostel, and has conservation the sightseeing such as nature and humanities resource. Guaranteeing the legal hostel conducts right, urging the ecosystem tour can combine together with hostel, helping realize the everlasting development of the Taiwanese hostel, making the Taiwanese island become the sightseeing spot of the ecosystem tour.
