    Title: 行政核心價值及首長領導型態對地方公務人員離職流動傾向之影響研究一以台南縣政府為例

    Abstract: 行政院為建立公務人員對國家的忠誠感,對社會的關懷情、對政府的向心力、對民眾的服務心及對公務的責任感,加強推動公務人員的行政核心面價值。然而地方公務人員歷經地方制度變革及地方民選首長更迭後,離職率突增,此與地方首長的領導風格是否有關?值得進行探討。因此本研究以台南縣政府公務人員為主要研究對象,利用社會判斷理論之研究方法,探討公務人員的核心價值與地方首長的領導型態,對離職流動傾向有何差異。研究結果發現公務人員愈能充分利用核心價值、人際取向、工作取向等決策參考變數資訊,對政府績效認知判斷具有一致性。故公務人員核心價值與領導型態對政府績效具有正相關,政府為提升績效,應加強公務核心價值,並重視領導者的領導風格。
    In order to strengthen the loyalty the consideration , the sincerity , the sense of responsibility , and the devotion to the nations , society and the government , the Executive Yuan tried to promote the core values for government employees Nevertheless , after the frequent changes of the administration systems and local chiefs , the percentage of job - change increased significantly Whether the leadership styles or personalities of the chiefs influence the turnover is a worthy issue to explore . This research aims to apply the social judgment theory to examine whether the officials ' core values and local chiefs ' leadership have an influence on government employees ' turnover tendency With the questionnaires , it was found that the higher the core values and the better the inter - person relationship the employees have , the more they agree with the government effects . Therefore , the employee 's core values are positively related to the government effects . Namely with the aim of promoting the effects , the government should strengthen the employees , core values as well as pay more attention to chiefs , leadership styles .
