    Title: 台灣地區造紙業二氧化碳排放變動效果因素分析

    Abstract: 造紙為木基工業之首,舉凡工業或民生-紙都是不可獲缺之物料,而經濟部於2005年12月26日與全國工業總會及石化、水泥、鋼鐵、造紙、人纖、棉布印染等產業公會,簽署「產業節約能源與二氧化碳減量自願協議書」,預定在2008年達成節能139萬公秉油當量,降低402萬噸 排放量的具體目標。因此,本研究之目的為就造紙業 之排放減量問題尋求解決之道,研判產業發展過程中 排放的特性及關鍵因素,藉以提供造紙業 排放減量之參考,以符合京都議定書 排放減量要求。
    本研究以投入產出結構因素分析法探討1989~2004年間台灣地區造紙業的 排放量結構變動因素,包括排放係數、能源配比、能源總密集度、生產總值、產業中間投入、產業中間供給、國內最終需求、出口等八項因素,作為台灣地區造紙業 排放關鍵因素,以及減量規劃之依據。
    結果顯示:1.)受到國內最終需求增加,所以1989~1994年間台灣地區造紙業 排放量增加;2.) 1994~1999年間 排放量增加,主要受到國內最終需求及出口增加所影響;3.)受到能源總密集度大幅降低所致,1999~2004年間 排放量降低;4.)自1994年以後,台灣的造紙業開始汰換舊有設備,使得能源使用率逐步降低;5.)能源結構改變,提升天然氣之使用量,逐步取代燃油與燃煤的使用量。
    The deckle was a Wood-based the head of the industry, this research used to input-output (I-O) structural decomposition method to examine a changes in emission over a 15-years period. From 1989 to 1994 the advancement of the domestic final demand total emission has gradually increased ; From 1994 to 1999 the advancement of the domestic final demand and exports total emission has gradually increased;From 1999~2004 the primary factor of the decrease was due to the decline in energy intensity improvement. According that finding, this research recommended that paper industry should improve manufacturing process and energy intensity to reduce the energy consumption and emission.
