    摘要: 台灣溫泉資源開發利用,雖已超過百年以上歷史,然多侷限以觀光休閒遊憩為主的活動,對於溫泉具高溫、富含離子等特性的使用效能,國外有溫泉之國家如日本、德國、匈牙利等,早已廣泛應用,不僅讓該國民眾充分享受溫泉健康效益,其溫泉衍生產品的利潤,也為當地經濟創造成長。台灣溫泉種類多,具備得天獨厚的條件與發展優勢,因此溫泉產業成長的潛能規劃及評估,已是市場需求之時勢所趨。本計畫將蒐集有關國內外之溫泉種類、分類標準、檢測技術規範,並歸類其泉質特性與關聯用途等資料;此外,針對全台19處溫泉區之泉質分類進行調查工作並建置溫泉泉質標準命名科學化之制度,以奠定溫泉產業多元化發展基石。另外,再運用泉質分類成果,適時檢討溫泉法之溫泉標準,俾臻完善。在泉質分類基礎下,充分探討主要溫泉區溫泉如於復健保養、溫泉菌種應用領域、溫泉水活化利用領域、溫泉醫療生技領域及溫泉水淨化循環技術…等不同領域之運用,完成溫泉資源效能應用新領域整體評估報告,做為溫泉產業創新技術研究之先驅,並以健康促進與保健的研析為本計畫主軸。在溫泉泉質分類基本資料、溫泉資源效能應用新領域技術探討之基礎上,研究國外溫泉產業巿場之發展經驗,俾掌握台灣地區溫泉產業總產值,及溫泉衍生商品、技術所創造之商機,完成未來溫泉產值、商機與輔導機制之整體評估報告。並研擬溫泉產業認証之輔導機制、完成溫泉水多元化利用及技術發展中長期重點項目發展策略及諮詢資訊平台,作為公部門及私部門未來推動溫泉產業發展藍圖之根據。
    The development and utilization of hot spring resource has been proceeded for hundred years in Taiwan, but their target was mainly focused on tourism and recreation. The characters of hot spring including high temperature and abundance minerals were not seriously considered. However, it has been widely applied in foreign countries, such as Japan, German and Hungary etc, Where their people could not only enjoy the healthy promotions and by-products from hot spring resource, but acquire much more economic benefits. Therefore, considering the abundance natural hot spring resource and great economic potential, the assessment and analysis in development of hot spring industrials has become the major issue in these days. The current study will collect the domestic and international hot spring information regarding category, classification criteria, and standards of examination techniques, and following categorize the hot spring water characteristics and associated applications. The investigations in Taiwan nineteen hot springs classification of hot spring water characteristics and establishing the scientific denomination standards of hot spring water characteristics will ascertain the various development foundation of hot spring industry. Furthermore, based on the classification results of hot spring water characteristics the study will review and examine the hot spring standards of Taiwan Hot Spring Laws to expect the laws more inclusive. Based on the classifications of hot spring water characteristics, this study will investigate the hot spring major application in rehabilitation and health care, enzyme-producing thermophilic bacteria, hot spring water activation and utilization, medicinal and biological techniques, and hot spring water purification and recycle, as well as other diverse uses. The results of current study will complete a comprehensive evaluation report of hot spring resources applications and the report will be a pilot study of hot spring industry innovation technology. Analysis and Assessment of health promotion and rehabilitation will be the major focus of this study. ]Based on the foundations of classifications of hot spring water characteristics, and hot spring industry innovation technologies, the current study will investigate the marketing development experience of domestic and international hot spring industries in order to master the total values of Taiwan hot spring industrial output, and by-products or technologies from hot spring resources, as well as complete a comprehensive evaluation report of future total values of hot spring industrial output, economic benefits, and government guidance mechanisms. The current will also draft the government verification guidance mechanisms of hot spring industry, complete hot spring water diverse applications and the intermediate- and long- term technical development strategies and information consulting platform in order to be the future fundamentals of both government and privates promoting hot spring industrial development.
