    摘要: 意外事故約有88%來自不安全行為,國內企業推動安全觀察與安全溝通,以行為安全為基礎消除不安全行為,一般主管安全觀察,主管常因時間受限,停留短暫時間就離開,以致多數觀察缺失是設備或環境缺失,較少發掘人員作業的不安全行為,因此動態安全觀察乃應運而生。在動態安全觀察的關鍵因素上有「運作方法與過程」、「主管安全領導」、「人員安全行為」、「人員安全態度」、「組織安全管理」、「人因」、「全員參與促進」等七個構面在個人背景變項及受傷經歷變項均有明顯的差異。本文將動態安全觀察與一般安全觀察進行分析比較發現,在「運作方法與過程」量表中清楚發現一般安全觀察的平均值從3.5844提升到動態安全觀察的平均值4.0189,可見「動態安全觀察」容易觀察到人員在持續作業過程等變化產生的危害。 在「問題發掘」量表中同仁在一般安全觀察的平均值從3.1291提升到動態安全觀察的平均值3.8546。由此可知「動態安全觀察」比「一般安全觀察」較能有效發掘不安全行為;由一般安全觀察的安全文化貢獻平均值從3.1158到動態安全觀察的安全文化貢獻平均值3.8722,可知動態安全觀察卻能有效提升安全文化。
    Around 88% of accident from precarious behavior,domestic enterprises to promote an safety observation & safety communication that we always take behaviour safety as the foundation to eliminate unsafety behavior. In general,a director due to time limitation stay at a place temporarily then left, leads to a number of observation deficiency,either facilities or environment,there are few to explore personnel operation unsafety behavior.Thus, dynamic safety observation comes out.Dynamic safety observation key factors have[operation method&process],[director safety leadership],[personal safety behavior] [personnel safety attitude][ organization safety management] [hmman factor],[All staff participate promotion] ,These 7 dimensions on personal background variation and suffer injuries display observiously differ.This article will take dynamic safety observation and general safety observation to analyze and compare. In the [operation method&process] chart we discovered clearly that general safety observation average value from 3.5844 upgrade to dynamical safety observation average value 4.0189,we can find out that [dynamic safety observation] is ease to be observed staff who carry on working process result in danger In [problem exploration]chart fellow workers in the safety observation average value from 3.1291upgrade to dynamic safety observation average value 3.8546 that proves[dynamic safety observation ] can find out unsafety behavior more efficiently than [ general safety observation]. Safety cultural average value from 3.1158 to dynamic safety observation safety average value 3.8722, This result shows that dynamic safety observation can promote safety culture efficiently
