According to Article 1 of Labor Union Act of The Republic of China (Taiwan), “The Act is in order to promote solidarity of workers, enhance their status and improve their livelihood.”, and Article 3 of the union charter of Tainan City of Trade Union Association, “It has come together to achieve common goals such as achieving higher pay and benefits such as health care and retirement, improving safety standards, increasing the number of employees an employer assigns to complete the work, and better working conditions.” As a result, Tainan City of Trade Union Association plays a role as spokesman for workers in order to prevent workers’ right to work from being neglected and to aggressively defend its right to work. Tainan City of Trade Union Association becomes a leader on promote to improve workers’ right and quality through three aspects: the first, persevering core value with service, innovation and sharing; secondly, offering an all-round education and social welfare service; and the last one, implementing social entrepreneurial spirit. Workforce Develop Agency, Ministry of Labor, is promoting TTQS (Talent Quality-management System). Government funds will not be approved until training division passes TTQS evaluation. The study is taking Tainan City of Trade Union Association for example to research TTQS application advantages by case data collection, deep interview and using TTQS 5 facets & 19 line items check list as a tool. This study also explores the current training status held by Tainan City of Trade Union Association to assess the improvement on working ability for people who are in charge of training activities, and to understand the trainee’s comments on training quality as well as the efficiency of entire organization. Based on analysis, it shows that through transformation and holding training activities, Tainan City of Trade Union Association has created the evaluation tool of vocation ability and has improved the training staff ability to clarify the questions & settlements. “E” system is also conducted to improve administrative efficiency, make more revenues and enable employee versatile. By doing so, it will not only help trade union to overcome the operation difficulty but also successfully make the trade union transferred to an organization that enhances labor’s knowledge and ability. As a result, TTQS is a valuable tool to improve organization and to make institution organization sustainable.
