Abstract:	由於科技進步迅速和全球化經濟的趨勢，不論是企業、公部門、或非營利組織越來越無法依賴過去成功經驗來因應整體大環境的瞬息萬變，也因此專案管理越來越受到大家的重視。什麼是專案管理？一言以敝之，就是整合組織人力和設備資源來解決問題、創造機會。換句話說，領導統御是專案管理能否成功的絕對關鍵因素。中國歷史上有許多開創王朝基業的帝王，其中漢高祖劉邦以一介平民之身，赤手空拳打下兩漢四百年的王業根基，且於短短四至五年時間擊敗西楚霸王項羽一統天下，其領導哲學必定有過人之處。有鑑於此，本文以劉邦的漢軍集團為研究對象，從專案管理的角度剖析劉邦成功的過程，同時針對劉邦的領導哲學進行探討。
