    Title: 帷幕修繕吊籠作業之特性與危害預防對策

    Abstract: 本研究以國內最大型購物中心之吊籠作業為對象,觀察以吊籠進行帷幕修繕及清潔作業時之犁全現況,採討作業過程之不安全因子並進行風險評估及改善。研究方法係利用作業拆解及安全觀察方式,對吊籠裝設、機械保養及吊裝等各分項作業,以初步危害分析法(Preliminary Hazard Analysis, PHA)鑑別吊籠作業時(可搬型及常設型)之潛在危害、從吊籠職業災害案例中分析災害原因,探討吊籠作業降災之對策,期使將吊籠職業災害降低。從國內87年至97年間發生16件吊籠職業災害案例中分析結果顯示,以可搬式吊籠安裝不當導致作業時吊籠平台墜落事故居多共計9件,其次為裝設可搬式吊籠時發生墜落事故共計3件;在16件吊籠職業災害案例中墜落災害總計發生15件,其中僅一件作業時勞工有使用個人防護具,顯見勞工對個人防護具之使用仍不確實,研究結果顯示吊籠作業主要潛在危害為墜落。
    This research is aim at the gondola operation which is used to maintain the property of curtain-wall in the largest shopping center in Taiwan. Base on the gondola dismantling process and safety observation, we conducted a multiple risk scoring system to evaluate three sub-item works as gondola fabrication, mechanism maintenance and hoisting operation respectively. In addition, we use the Preliminary Hazard Analysis (PHA) to detine the potential risk and hazard preventive strategies in the process of gondola operation that include removable and permanent type. To draft the injury-reducing strategies, the cases oloccupational inJ.uries in gondola operation were recruited. We assessed the strategies completely and availed these to reduce or even eliminate the incidence of gondola accidents. The falling accident is the major underlying risk of gondola operation. We search for 16 cases of occupational injuries in gondola operation ftom 1998 to 2008. The improper installation ofremovable gondola which caused the Aat-top fall occupied the major portion of gondola accidents (9 out of 16 cases). The secondly reported 3 cases were anributable to falling accidents when mobile gondolas were installed. Furthemzore, fall accidents for 15 of the 16 cases of occupational injuries in gondola operation. Only in one case, the labor did fully wear the personal protective equipments while operation.
