行政院為建立公務人員對國家的忠誠感,對社會的關懷情、對政府的向心力、對民眾的服務心及對公務的責任感,加強推動公務人員的行政核心面價值。然而地方公務人員歷經地方制度變革及地方民選首長更迭後,離職率突增,此與地方首長的領導風格是否有關?值得進行探討。因此本研究以台南縣政府公務人員為主要研究對象,利用社會判斷理論之研究方法,探討公務人員的核心價值與地方首長的領導型態,對離職流動傾向有何差異。研究結果發現公務人員愈能充分利用核心價值、人際取向、工作取向等決策參考變數資訊,對政府績效認知判斷具有一致性。故公務人員核心價值與領導型態對政府績效具有正相關,政府為提升績效,應加強公務核心價值,並重視領導者的領導風格。 In order to strengthen the loyalty the consideration , the sincerity , the sense of responsibility , and the devotion to the nations , society and the government , the Executive Yuan tried to promote the core values for government employees Nevertheless , after the frequent changes of the administration systems and local chiefs , the percentage of job - change increased significantly Whether the leadership styles or personalities of the chiefs influence the turnover is a worthy issue to explore . This research aims to apply the social judgment theory to examine whether the officials ' core values and local chiefs ' leadership have an influence on government employees ' turnover tendency With the questionnaires , it was found that the higher the core values and the better the inter - person relationship the employees have , the more they agree with the government effects . Therefore , the employee 's core values are positively related to the government effects . Namely with the aim of promoting the effects , the government should strengthen the employees , core values as well as pay more attention to chiefs , leadership styles .
