產學合作係指大學教師或協同其所指導的專題生、研究生，與事業單位從事改善製程、開發新產品、提升技術與研究發展等有報酬的合作計畫。高等教育發展迄今，產學合作將成為一種趨勢與潮流。近年來高等教育迎合時代需求，推動產學合作已有多年，並有許多良好的成效。大專校院蘊涵豐富的知識與科技，其回饋社會方式之一，即是以產學合作的方式將其貢獻給社會。而就技職教育體系，社會對其有更多的期望，與社區的關係亦將越來越密切。尤以職業安全衛生系對國內事業單位肩負勞工安全衛生人才培育的任務。不單是對工廠、醫院，而是對各行各業的安全衛生都有一個使命。然而許多中小企業無能、也無力改善工安環境，而技職院校職安系的師生則苦無實習的場所。本文嘗試研擬產學合作「駐點式」的工業安全策略聯盟，使國內技職校院之職業安全衛生系得以和鄰近的中小企業結為夥伴關係，全面推動並落實安全衛生，創造更美好安全的社會，並以協助中小企業推動「自護制度」為例，說明安全衛生策略聯盟如何結合，職安系建立產學合作的架構，駐點式教師如何帶領同學進駐事業單位，學生如何在事業單位實習，並就可能遭遇的困難，提出建議供為參考，以收產官學三贏之效果。 Industry-University Cooperation means that the professors lead their students to improve processes, develop new products, and promote techniques in enterprises and obtain rewards. The Industry-University Cooperation becomes new tendency in higher education. Recently there are so much effects by Industry-University Cooperation during last years. The universities may feed back to our society with Industry-University Cooperation by their abundant knowledge and technology. Our society have more expectations to professional and technological education. the relationship will become rigidly precise between them and community. Especially the Department of industrial safety and hygiene have the responsibilities to cultivate the labor safety and health personnel, not only for industry or hospitals, but also for every occupation. But there are so many enterprise have no ability to improve the safety conditions, and the other hand, the students major in occupational safety and hygiene have no factories to practice what they has been taught. We try to introduce the Industrial Safety Strategic Alliance with Industry-University Cooperation in order to make a good relationship between the Departments of Occupational Safety and Hygiene and their neighbor factories. Then we use a case to illustrate how to set up and operate the Industrial Safety Strategic Alliance. At last we also analysis the possible difficulties and make some suggestions.
